Ambassador Reinaldo Salgado
Biography
Born in 1965, Ambassador Reinaldo José de Almeida Salgado joined the diplomatic service at the Ministry of Foreign Affairs in Brazil in 1986, and completed his studies and graduated from Instituto Rio Branco, the Brazilian diplomatic academy, in 1987.
At the Ministry of Foreign Affairs, Ambassador Reinaldo Salgado held several positions, including that of Coordinator of the EU-MERCOSUR Negotiations (2002-2003); Head of the Division of Regional Integration (2006-2007) and the Division of MERCOSUR (2007-2010); Director of the Department of MERCOSUR (2012-2015), of the Department of Energy (2015-2016) and of the Department of Environmental Sustainability (2016-2018); Secretary of Bilateral Negotiations in Asia, Pacific and Russia (2019-2020); and Secretary of Communications and Culture (2020).
Ambassador Salgado is a seasoned negotiator with extensive experience in bilateral, regional and multilateral negotiations, having worked as National Coordinator for the MERCOSUR Trade Commission (2007-2010) and as Brazil´s Alternate Coordinator for the MERCOSUR Common Market Group and for the MERCOSUR Forum for Political Consultation and Coordination (2012-2015).
He headed the Brazilian delegations at the inter-sessional meetings of the Subsidiary Bodies of the United Nations Framework Convention on Climate Change (UNFCCC) and at the inter-sessional meetings of the Ad Hoc Working Group on the Paris Agreement, in 2017 and 2018. From 2016 to 2018, Ambassador Salgado was the Deputy Chief Negotiator for Brazil at the Conference of the Parties (COP) of the UNFCCC as well as conferences related to the Kyoto Protocol and the Paris Agreement. During the same period, he chaired the Political Commission of the 8th World Water Forum. He was a member of the Board of the Green Climate Fund in 2019.
Ambassador Reinaldo Salgado was posted to the Brazilian General Consulate in London, United Kingdom (1993-1996); to the Brazilian Embassy in Caracas, Venezuela (1996-1999); and to the Mission of Brazil to the European Economic Community in Brussels, Belgium (2003-2006). Ambassador Salgado held the position of Minister Counselor at the Embassy of Brazil to Argentina in Buenos Aires (2010-2012) and was the Ambassador of Brazil in Argentina between 2020 and 2023.
