Travel Authorization for Minors - For foreigners
GENERAL INFORMATION
- The Travel Authorization Form must be done according to one of the four templates specified in the Resolution 295 of the CNJ (National Council of Justice), of 2019:
a) Authorization from one parent/legal guardian for the minor to travel accompanied;
b) Authorization from one parent/legal guardian for the minor to travel unaccompanied;
c) Authorization from both parents/legal guardians for the minor to travel accompanied;
d) Authorization from both parents/legal guardians for the minor to travel unaccompanied;
- Another option to fulfill the parental or legal guardians Travel Authorization requirement can be found in item IV of the aforementioned Resolution 295 of the CNJ (National Council of Justice), of 2019: "IV - The child or adolescent under the age of16 presents a valid passport with express authorization to travel abroad unaccompanied".
- The Travel Authorization for non-Brazilian citizens cannot be done at the Consulate. Foreign minors and foreign parents (no legal relationship to Brazil) must follow the instructions bellow:
INSTRUCTIONS:
- 2 (two) copies must be filled.
STEP 2: Find a Notary Public and notarize the parents or legal guardians' signature;
STEP 3: Apostille the document at the Secretary of State. Please find the addresses for Secretary of State below:

- MAINE - Maine Department of the Secretary of State
- NEW HAMPSHIRE - New Hampshire Department of State
- VERMONT - Vermont Secretary of State
STEP 4: Your documents are ready and the minor will travel with both notarized and apostilled copies.
