Visa - head of philanthropic or religious institution or of a public interest NGO (VITEM)
HEAD OF PHILANTHROPIC OR RELIGIOUS INSTITUTION OR OF A PUBLIC INTEREST NONGOVERNMENTAL ORGANIZATION

a) General rules
- Permanent Visa may be granted to an individual intending to establish permanent residency in Brazil as head or manager of a religious or social assistance institution or of a nongovernmental organization recognized as being of public interest by the Brazilian Ministry of Justice.
- Similar visas may also be issued for dependents (spouse and children of the applicant under 21 years of age). The visa application and the pertinent documentation (statement declaring the responsibility) must be lodged with the Consulate.
- This visa requires approval from the Brazilian Ministry of Foreign Affairs. Once the visa is granted, the process of printing the visa may take up to 5 working days. Add a minimum of 2 working days for passports returned by mail.
- Within 30 days of entry in Brazil, holders of this type of visa must register at the Federal Police and submit the visa form provided by this Consulate.
- The Consulate might ask for further documents and explanations beyond the ones indicated on the website.
b) Required documents
1– One recent 3,5 cm x 4,5 cm (pasfoto) photograph, front view, light background.
2 – One visa application form per person (click here to fill in the form). Please disregard the error message about the website’s security certificate. Click at “Continue to this website (not recommended)”.
Fill in the form.
. Click "SEND" to receive your processing number and receipt.
. Print the receipt.
. Attach your photograph
. Sign the receipt.
. Bring the duly completed and signed receipt, original documents and passport. The payment will be done during the process at the Consulate by “PIN”(debit card).
The following documents must be EITHER apostilled by the competent authorities of the issuing country (if the country is a signatory of The Hague Apostille Convention, as is the case of the Netherlands) OR legalized by the Brazilian Embassy or Consulate located in the country that issued them (if the country is NOT a signatory of The Hague Apostille Convention):
3 - Passport: copy of the identification page and all stamped pages.
4 - Letter of invitation from the Brazilian Institution stating that the applicant will not receive remuneration.
5 - Social statutes of the institution in Brazil
6 - Articles of association or act of appointment of the current board of directors
7 - Proof of registration in the corresponding National, State, Federal District of Municipal Social Welfare Council in Brazil (alternatively, a certificate, issued by the Brazilian Ministry of Justice, to the effect that the nongovernmental organization is of public interest).
8 - Document specifying details of workplace and type of activities to be carried out by the applicant.
9 - Statement from the Brazilian Institution assuming full responsibility for the maintenance of the applicant and dependents while in Brazil and for his/her return to the Netherlands.
10 - Document specifying details of workplace and type of activities to be carried out by the applicant.
11 - Certificate of good behavior (international model) issued by the Ministry of Justice certifying absence of criminal record – only valid within 90 days after issuance, apostilled.
- VOG - Verklaring omtrent het gedrag: The Dutch authorities request a VOG-request declaration issued by this Consulate - Such declaration can be issued upon presentation of a photocopy of either the applicant’s ID or passport.
12 - Proof of studies and professional qualification compatible with the activities to be carried out in Brazil.
- Diplomas in Dutch must be translated by a sworn translator before being delivered at the Consulate, together with the original of these documents, into one of these languages: Portuguese, Spanish, French or English.
- Both the Diploma and Translation must bear the “Apostille”.
- The Consulate will decide if professional qualifications are compatible. If they are considered insufficient, application will be refused.
13 - Proof that the institution is fully operational in Brazil.
14 - Power of attorney on behalf of the applicant who has to be entitled as head or manager of the institution in Brazil, registered in the competent agency.

All fees are payable by debit card (PIN). Credit cards and “cheques” are not accepted.
