Declaração sobre a situação na República Democrática do Congo aprovada na VII Reunião Ministerial da Zona de Paz e Cooperação do Atlântico Sul (ZOPACAS)

We, the Heads of Delegation of the Members States of the Zone of Peace of Cooperation of the South Atlantic, meeting on 15th and 16th January 2013, in Montevideo, strongly welcome the commitment of the Members of the Zone to fully observe and promote the principles and objectives of the Charter of the United Nations in favour of peace and security;
We reaffirm the fundamental role of diplomacy with a view to preventing conflicts, as well as to maintain and consolidate peace and security in the world;
We express our strong concern for this situation affecting the Democratic Republic of the Congo and strongly condemn the attacks and violations by the M23 which have caused and continue to cause thousands of victims among the population to the East of the DRC;
We reaffirm and express our solidarity with the Democratic Republic of the Congo and call upon the international community to further intensify its efforts to cooperate with the DRC in dealing effectively with the root causes of threats to peace and security in the Great Lakes Region;
The Members of the Zone commend the active steps taken by the United Nations Organization Stabilization Mission in the DRC to implement its mandate and encourage its continuation. In this regard, they welcomed the contribution by Member States of the Zone, particularly Uruguay, in the UN peacekeeping efforts in the DRC;
While recognizing the close interrelation between security and development in achieving sustainable peace, we encourage the efforts by the Government of the DRC with a view to reorganizing its economy and pursue efficiently the fight against poverty and establish, with the support of its partners, the foundations of its development.
