Republic of Uganda
Brazil and Uganda established diplomatic relations in 1970. The Embassy of Brazil in Uganda (Kenya) is cumulatively responsible for representing Brazil before Ugandan authorities. The Embassy of Uganda in Washington (United States) is cumulatively responsible for the country’s relations with Brazil.
President Yoweri Museveni made three visits to Brazil, all of them in the context of major international conferences: he headed the Ugandan delegation to the Rio-92 Conference (1992), to the 11th UNCTAD Conference (2004), and to the 5th UN-Habitat World Urban Forum (2010).
Rapprochement efforts with Uganda have occurred especially in the cooperation field. Agriculture and energy sectors, in particular, have shown prospects for strengthening bilateral relations. In September 2011, the two countries signed the Basic Agreement on Technical and Scientific Cooperation, which is currently being discussed by the Legislative branches of the two countries. Once the Agreement is in force, it will provide the legal framework for structuring cooperation projects between the two countries.
Uganda has recently benefited from a trilateral initiative under the scope of the Brazil-U.S. Protocol of Intentions, which aims at collaborating with African countries in the fight against the fall armyworm. The Brazilian private sector has also developed agricultural activities with Uganda, including the visit of a Ugandan delegation to Brazil to learn about the Brazilian experience in coffee planting, harvesting and processing (2017), and the visit of a Ugandan parliamentary delegation at the invitation of the Brazilian Association of Corn Producers (ABRAMILHO-2018).
In the field of defense cooperation, military personnel from Uganda (as well as from Ghana, Kenya, Rwanda, Tanzania, and Zambia) participated in an engineering project management course in the context of peacekeeping operations conducted by Brazilian officials in Nairobi under the scope of a trilateral initiative involving Brazil and the UN.
