Republic of Turkey
Diplomatic relations between Brazil and Turkey began with the signing of the Bilateral Treaty of Friendship and Commerce (1858). There was a significant strengthening of bilateral ties in the first decade of the 21st century.
In 2009, President Luiz Inácio Lula da Silva made the first visit by a Brazilian Head of State to Turkey.
Turkish-Brazilian rapprochement took another important step in 2010 – when, during Prime Minister Recep Tayyip Erdogan's visit to Brazil, an Action Plan for Strategic Partnership was signed. The document creates a framework for deepening dialogue and cooperation in fields such as international politics, agriculture, science and technology, foreign trade and energy, among other sectors.
President Dilma Rousseff visited Turkey in 2011, when agreements on cooperation in the educational area and mutual assistance in criminal matters were signed. Prime Minister Erdogan returned to Brazil in 2012, when he led the Turkish delegation to the Rio+20 Conference. The then Foreign Minister Antonio Patriota visited Turkey in January 2013, accompanied by an important business mission. On that occasion, the Brazil-Turkey High Level Commission held a meeting.
Most recently, in April 2022, Foreign Minister Mevlüt Çavuşoğlu visited Brazil. On that occasion, the bilateral strategic partnership was relaunched, with the reestablishment of the High Level Cooperation Commission, chaired by the two foreign ministers, and the Commission’s fourth meeting. The Turkish minister visited Brazil on the occasion of President Lula's inauguration, on 1/1/2023, when he held bilateral meetings with Foreign Minister Mauro Vieira and the special advisor to the Presidency, Ambassador Celso Amorim.
Brazil and Turkey support the strengthening of multilateral institutions such as the UN, the IMF and the economic G-20. They also show a mutual interest in frank and constructive dialogue on major global issues, such as security, trade and development cooperation.
In the economic field, relations between Brazil and Turkey have also enjoyed a significant growth in the last decade. Between 2015 and 2022, bilateral trade increased from $1.9 billion to $4.9 billion. In 2022, Brazil had a surplus of $2.2 billion.
