Republic of Belarus
Brazil and Belarus established diplomatic relations in February 1992.
In 2001 Belarus opened a consulate-general in Rio de Janeiro and, in 2010, established its embassy in Brasília. Brazil opened its embassy in Minsk in June 2011.
Bilateral trade has been in deficit for Brazil, which imports large quantities of fertilizer/compost and chemical fertilizers and exports mainly aircraft and tobacco. In 2020, the trade flow reached US$ 598 million (-18% compared to 2019), with US$ 56 million (-145%) corresponding to Brazilian exports.
Belarus supports Brazil's bid for a permanent seat on an expanded UN Security Council.
President Aleksandr Lukashenko visited Brazil in 2010, when he held a meeting with the President of the Republic in Rio de Janeiro on March 22. The Minister of Foreign Affairs, Sergei Martynov, visited Brazil in 2004, when the bilateral agreement on visa exemption for diplomatic and official passports was signed.
In July 2017, Deputy Foreign Minister Evgeny Shestakov visited Brazil and met with the then Undersecretary-General for International Cooperation, Trade Promotion and Cultural Issues. On that occasion, a Memorandum of Understanding was signed for the creation of the Brazilian-Belarussian Joint Commission on Economic Cooperation. The Deputy Prime Minister of Belarus, Anatoly Kalinin, visited Brasilia in November 2017, on the occasion of the first edition of the Brazilian-Belarusian Joint Commission on Economic Cooperation.
The Minister of Justice of Brazil visited Minsk from June 17-19, 2018, the first visit by a Brazilian Minister of State to Belarus. The Treaty on Mutual Legal Assistance in Criminal Matters and the Memorandum of Understanding between the Ministries of Justice were then signed.
Three political consultation meetings have been held: in 2013, in Brasilia, when the bilateral agreement regulating political consultations and the partial visa waiver agreement were signed; in 2015, in Brasilia; and in 2017, in Minsk. The meetings also aimed at reviewing the bilateral, regional, and multilateral agenda, as well as evaluating the possibility of joint projects.
