PRESS RELEASE NO. 144
1. At the invitation of His Excellency Luong Cuong, President of the Socialist Republic of Viet Nam, His Excellency Luiz Inácio Lula da Silva, President of the Federative Republic of Brazil, undertook a State Visit to Viet Nam from 27 to 29 March 2025.
2. During the visit, President Luiz Inácio Lula da Silva held official talks with President Luong Cuong and met with Secretary General Tô Lâm, Prime Minister Pham Minh Chinh, and President of the National Assembly Tran Thanh Man.
3. President Luiz Inácio Lula da Silva and President Luong Cuong exchanged views on their countries’ political and socio-economic developments, explored ways to effectively implement the Viet Nam-Brazil Strategic Partnership, and discussed regional and global affairs of mutual interest.
4. President Luiz Inácio Lula da Silva commended Viet Nam for its remarkable social and economic achievements in recent decades with the Doi Moi policy, recognizing its growing presence in international affairs. President Luong Cuong congratulated Brazil on its progress in promoting sustainable development while prioritizing social inclusion and on its contribution to reinforcing peace, stability, and cooperation at regional and global levels.
5. The leaders underscored the historic significance of the “Joint Statement between Brazil and Viet Nam on Elevating Bilateral Relations to Strategic Partnership” issued on 18 November 2024, in Rio de Janeiro. They highlighted that the Strategic Partnership draws upon 35 years of friendly diplomatic relations and embodies the common aspiration to strengthen bilateral ties via dialogue and mutually beneficial collaboration. They hailed the Strategic Partnership as a symbol of the enduring friendship between Brazil and Viet Nam, anchored in shared values and principles of international relations, in particular the pursuit of peace, respect for international law, and cooperation for development.
6. The leaders praised the adoption of the Plan of Action to implement the Strategic Partnership for the period 2025 to 2030, covering six key areas: (i) policy, defense, security and global challenges; (ii) economy, trade, and investment; (iii) science, technology, and innovation; (iv) climate change and the environment; (v) education, culture, sports, tourism, and people-to-people connections; (vi) consular affairs and community support. They agreed to seek the goals outlined in the Plan of Action, as they will contribute to solidifying the Brazil – Viet Nam Strategic Partnership across all sectors, to the development of both nations, and to the prosperity of their peoples.
7. The leaders witnessed with appreciation the signing of the Agreement on the Exchange and Mutual Protection of Confidential Information; the Agreement on the Performance of Gainful Occupation by Dependents of Members of Diplomatic Missions, Consular Posts and Permanent Missions to an International Organization; and the Memorandum of Understanding on the Establishment of a Steering Group on Trade and Industrial Cooperation between the Ministry of Industry and Trade of Viet Nam and the Ministry of Development, Industry, Trade, and Services of Brazil. They directed relevant ministries and agencies to continue negotiations with a view to conclude agreements in the fields of investment facilitation, legal and judicial cooperation, and cybersecurity at the earliest opportunity. The leaders also noted with appreciation the signing of the Memorandum of Understanding between the Viet Nam Football Federation (VFF) and the Brazilian Football Confederation (CBF).
8. The two sides highly appreciated the results of the Viet Nam – Brazil Economic Forum organized on the occasion of the visit with the participation of the President Lula da Silva and the Prime Minister Pham Minh Chinh, goverment and businesses leaders of both countries.
9. Recognizing economic collaboration as a key pillar of the bilateral relations and acknowledging the untapped potential for further growth, the leaders agreed to seek a bilateral trade goal of USD 15 billion by 2030. They also agreed to continue working towards diversification of trade exchanges between Brazil and Viet Nam. In this regard, they noted with appreciation the excellent business perspectives in sectors such as animal protein and aircraft.
10. President Luiz Inácio Lula da Silva expressed gratitude for the decision by the Vietnamese Government to open the country’s market for Brazilian beef. He informed of the Brazilian decision to remove the ban on tilapia fish and to open the Brazilian market for certain modalities of shrimp in accordance with international standards. Regarding pangasius, the Brazilian government commits to conducting as soon as possible a technical assessment. The leaders welcome the opportunities for cooperation in civilian and military aircraft industry and encouraged EMBRAER and its Vietnamese partners to continue cooperating on aircrafts acquisition and investment. They agreed to task their Ministers to follow-up to reach early outcomes on these issues.
11. Considering Viet Nam progress in economic reforms and international integration, and in light of the interest of both sides in improving economic collaboration, President Luiz Inácio Lula da Silva announced Brazil’s decision to recognize Vietnam’s market economy status.
12. The leaders reiterated their countries` interest in expanding the economic ties between Viet Nam and the Southern Common Market (MERCOSUR), of which Brazil is a member. As president of MERCOSUR on the second half of 2025, Brazil is willing to discuss a balanced and mutually beneficial framework for such goal, in alignment with the economic policies of the parties.
13. The leaders highlighted the potential for scientific and technological cooperation between Brazil and Vietnam and the importance of expanding this partnership in research, development and innovation to foster sustainable development and enhance the quality of life of their peoples. They welcomed the growing interaction between the Ministries of Science and Technology of both countries and expressed their expectation of advancing this cooperation with the first meeting of the Joint Committee for Cooperation in Science, Technology and Innovation, scheduled on the 4th quarter of 2025, in Brasília. Among the priority topics of mutual interest, they emphasized digital transformation, innovation, biodiversity, biotechnology, nanotechnology and photonics.
14. The leaders agreed to maintain dialogue in bioenergy and renewable energy, and in other initiatives that can support the energy transition and reduce inequalities within and among countries.
15. President Luong Cuong congratulated Brazil for the successful outcome of the G20 Summit in Rio de Janeiro, in November 2024, and reaffirmed its support to the Global Alliance against Hunger and Poverty, of which it is a founding member, pledging to join efforts to eradicate hunger in line with the 2030 Agenda for Sustainable Development. Viet Nam also expressed appreciation for the priorities of the Brazilian presidency of BRICS in 2025: health; trade, investment and finance; climate change; artificial intelligence governance; reform of the peace and security multilateral system; and BRICS’ institutional development. Brazil commended Viet Nam’s contribution to the global efforts on sustainable development by hosting the 4th Partnering for Green Growth and Global Goals (P4G) Summit in April 2025.
16. The leaders reaffirmed their country´s commitment to multilateralism, with full respect to the UN Charter, to international law and to the independence, sovereignty and territorial integrity of States. They underscored the value of dialogue and cooperation in regional, interregional and global mechanisms and pledged to enhance their countries´ coordination and mutual support on matters of common interest. Both leaders expressed their support to ASEAN centrality in regional affairs and agreed to explore ways to increase interaction between Southeast Asia and South America regions as well as among relevant regional bodies such as ASEAN and MERCOSUR. They also reiterated their support to further enhancing South-South cooperation.
17. The leaders recalled the pressing need to reform global governance institutions in order to promote greater and more meaningful participation of developing countries in their decision-making bodies, making them better attuned to contemporary geopolitical realities. In light of the 80th Anniversary of the United Nations in 2025, they voiced their support for a comprehensive review of the UN Charter, with a view to equipping it with the tools it needs to face the mounting challenges of the 21st Century.
18. Furthermore, they stressed the urgency of reforming the United Nations Security Council, including the expansion of both the permanent and the non-permanent categories of membership, so as to increase the representation on the Council of developing countries from unrepresented and underrepresented regions such as Africa, Asia-Pacific and Latin America, making the Security Council more representative, more legitimate and thus more effective. President Lương Cường reiterated Vietnam’s support for Brazil’s aspiration to obtain a permanent seat on a reformed Security Council. President Lula thanked President Lương Cường for Vietnam’s continuous support.
19. The leaders reaffirmed their commitment to the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982) as the international instrument that provides the legal framework for maritime cooperation activities at the national, regional and global levels. They emphasized the importance of resolving disputes in international relations through peaceful means, in accordance with international law, especially the UN Charter and the 1982 UNCLOS.
20. The leaders coincided that climate change represents one of the greatest challenges of our time. They emphasized that addressing the climate crisis requires progress toward sustainable development, enhanced climate action by all actors of society, and mobilization of all of humanity’s resources to tackle structural inequalities within and among countries, while paving the way for just transitions towards low-carbon and climate resilient societies. They reaffirmed their commitment to the UN Framework Convention on Climate Change and coincided on the need to cooperate in the pursuit of efforts to achieve the purpose and long-term goals of the Paris Agreement. Viet Nam commended Brazil for the decision to host the 2025 UN Climate Change Conference (COP30) in Belém.
21. The leaders praised the adoption by the United Nations General Assembly, by consensus, of the UN Convention against Cybercrime. President Luiz Inácio Lula da Silva commended Viet Nam for the decision to host the signing ceremony of the Convention later this year.
22. President Luiz Inácio Lula da Silva expressed gratitude to President Luong Cuong and other high-level leaders of Viet Nam for their hospitable and cordial welcome, which reflects the importance of the Viet Nam-Brazil Strategic Partnership as well as the special friendship between the leaders and peoples of both nations. President Luiz Inácio Lula da Silva extended an invitation to President Luong Cuong and other high-level leaders of Viet Nam to visit Brazil at mutually convenient dates, which was accepted with pleasure.
