7th Summit of the Community of Latin American and Caribbean States (CELAC) - Buenos Aires, January 24, 2023
The VII CELAC Summit was held in Buenos Aires on January 24, 2023, marked by Brazil's return to the mechanism of regional consultation and cooperation.
Delegations from the 33 countries that make up CELAC as well as high representatives of the Community's extra-regional partners attended the Summit. The Brazilian delegation was headed by the President of the Republic, Luiz Inácio Lula da Silva, and included the Minister of Foreign Affairs of Brazil, Mauro Vieira.
The Buenos Aires Declaration, approved after the meeting, expresses the region's shared vision on a wide range of topics, including post-pandemic economic recovery, food and energy security, health strategy, environmental cooperation, science and technology, digital transformation, and infrastructure, among others.
It also approves a set of initiatives for next year. Noteworthy are the decisions to convene a meeting of CELAC Ministers of Economy in the first half of 2023 to address a common economic recovery agenda; to update the CELAC 2025 Food Security, Nutrition and Hunger Eradication Plan; and to continue with the CELAC Health Self-Sufficiency Plan, to strengthen local and regional production and distribution capacities for vaccines, medicines and critical inputs.
Regarding external relations, the decision to hold a CELAC-European Union Summit in 2023 was ratified, as well as a CELAC-China Forum Summit in 2024.
The CELAC countries welcomed Brazil's candidacy to host the 30th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP-30) in 2025 in Belém do Pará.
By consensus, it was decided that St. Vincent and the Grenadines will assume the 'pro tempore' Presidency of CELAC in 2023. It will be the first time that an English-speaking Caribbean country will be at the head of the mechanism.
