Digitaliza Brasil
The Ministry of Communications (MCom) created the Digitaliza Brasil (Digitize Brazil) Program through MCom Ordinance nº 2,524, of May 4, 2021. The Ordinance establishes the guidelines for concluding the digitizing process of the analogue terrestrial television signals in Brazil.
Digital terrestrial TV is an open and free service that provides higher sound and image quality than that of analog TV. In addition, it allows for reception on mobile devices, such as cell phones and interactivity, including through the integration with internet content.
Since Digital TV began being implemented, MCom has been in charge of rolling out the public policy aimed at expanding the service to all municipalities in Brazil. There are still 4,191 municipalities in the country that have not completed the migration to the digital signal, that is, analog signals are still being transmitted.
When Digitaliza Brasil was introduced, 1,638 municipalities only had analog signal available.
City halls and entities performing television retransmission services in the eligible municipalities, listed in Annex I of MCom Ordinance 2,524/2021, were able to express their interest in joining the Digitaliza Brasil Program. After the city halls and such entities expressed their interest and were duly identified, transmission equipment for digitizing analog stations in operations at the municipalities began to be installed.
The public notices for summoning municipalities to Digitaliza Brasil, containing deadlines, requirements and procedures for joining, were published in the Federal Official Gazette and are available for consultation in the "Notices" section.
Other broadcasters not located in the eligible municipalities may express interest in the continuity of retransmission services in digital technology, in order to ensure authorization from MCom for performing the service.

MAIN PLANNED TARGETS
Digitizing of all Brazilian municipalities with analog television operation by December 2023.
Distribution of digital television converters to all low-income families without access to the digital television signal, in locations where the analog signal is still going to be turned off.
ABOUT FAT
The initiative does not receive funding from the Worker's Support Fund (FAT).
REVENUE WAIVER
The action does not result in the waiver of revenues.
