CONSOLIDATED GOALS (PRELIMINARY)
THEMATIC CHAMBER FOR SDG 18 ON ETHNIC-RACIAL EQUALITY IN THE 2030 AGENDA.
Preliminary proposal
Goal 18 – Ethnic-racial equality
Eliminate racism and ethnic-racial discrimination, in all its forms, against indigenous and Afro-descendant peoples.
1. Eliminate racism and discrimination, whether direct or indirect, as well as in multiple or aggravated forms, and related intolerance against indigenous and Afro-descendant peoples in public and private work environments.
2. Eliminate all forms of violence against indigenous and Afro-descendant peoples in the public and private spheres, taking into account their intersectionalities, in particular the homicide of young people, feminicide and those resulting from homophobia and transphobia.
3. Guarantee indigenous and Afro-descendant peoples the implementation and expansion of access to justice, due legal process and dignified, fair and equitable treatment before the justice and public security systems.
4. Guarantee the equitable representation of indigenous and Afro-descendant peoples in bodies, collegiate bodies and State bodies and in the staff of public and private companies, taking into account intersectionality.* PRESIDENCY OF THE REPUBLIC General Secretariat of the Presidency of the Republic National Commission for the Sustainable Development Goals.
5. Promote full reparation for socioeconomic and cultural violations, territorial losses and environmental impacts in the territories of indigenous and Afro-descendant peoples, especially members of traditional communities, favelas and urban peripheries, guaranteeing the right to memory, truth and justice 5a: Protect the cultural, artistic and religious heritage of indigenous and Afro-descendant peoples by guaranteeing them the necessary resources for the rescue, preservation and recognition of the memories and stories of their ancestors and for the development of plural artistic languages in the territories where they live 5b: Preserve the forms of living and coexistence established by indigenous and Afro-descendant peoples, as well as their worldview, freedom of cultural and religious expression.
6. Ensure adequate, safe and sustainable housing for indigenous and Afro-descendant peoples, including traditional communities, favelas and urban peripheries, with guaranteed quality public equipment and services, with special attention to the homeless population.
7. Ensure access to quality, non-discriminatory health care for indigenous and Afro-descendant peoples, as well as respect for their cultures and ancestral knowledge, guaranteeing the strengthening of public health.
8. Ensure quality and non-discriminatory education for indigenous and Afro-descendant peoples, as well as respect for their cultures and histories, guaranteeing the strengthening of public education.
8a: Guarantee respect for linguistic diversity, with the establishment of linguistic policies by the State, which ensure the recognition, use, registration, preservation, vitalization and revitalization of the languages of indigenous and Afro-descendant peoples.
8b: Ensure the mandatory inclusion of anti-racist education actions and the cultures and histories of indigenous and Afro-descendant peoples, through curricula and training strategies at all educational levels.
9. Guarantee, in the economic and commercial exploitation of genetic assets and in the execution of major works and undertakings in territories historically occupied by these populations, the implementation of free, prior and informed consultation processes with indigenous and Afro-descendant peoples, as well as the distribution of benefits, when applicable, preserving their broad autonomy and self-determination.
10. Eliminate xenophobia and ensure that all previous goals, when applicable, are also reflected in the treatment of indigenous and Afro-descendant immigrants.
