FUNAG publishes book on the International Atomic Energy Agency's safeguards system
The Alexandre de Gusmão Foundation has published the book O sistema de salvaguardas da Agência Internacional de Energia Atômica e os procedimentos especiais: implicações para o programa brasileiro de desenvolvimento de submarino com propulsão nuclear [The International Atomic Energy Agency's safeguards system and special procedures: implications for the Brazilian nuclear propulsion submarine development programme], by the diplomat Marcelo Böhlke.
The work, originally presented as a dissertatiom for the High Studies Course (CAE) of the Rio Branco Institute, has three main objectives: to assess the normative framework applicable to naval nuclear propulsion in non-nuclear weapon states, under the terms of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), in light of the Quadripartite Agreement involving Brazil, Argentina, the Brazilian-Argentine Agency for Accounting and Control of Nuclear Materials (ABACC), and the International Atomic Energy Agency (IAEA); anticipate eventual political and legal challenges in the negotiation of a specific safeguards arrangement with IAEA; and present elements and proposals aiming at negotiating special procedures pertaining to the fueling of the Brazilian nuclear submarine Alvaro Alberto and the associated nuclear installations.
