Ethics Committee
What is ethics?
Ethics is a branch of philosophy that deals with human behavior. The word "ethics" has its origin in the Greek term "ethos". It is composed of minimum standards of morality and customs shaped through good habits, based on relationships established in a society through the process of socialization. In the professional world, ethical principles have established norms to guide behavior in the workplace.
In Brazilian Federal Public Administration, the Decree 1,171/1994 is the main regulatory document addressing the ethical conduct of civil servants. CAPES also has a specific ethical code for its working environment, published in the Ordinance No. 57, on April 30th, 2015.
What is CAPES Ethics Committee?
CAPES Ethics Committee is a designated group responsible for providing guidance, making decisions, responding inquiries, and performing other activities related to Public Ethics.
Aiming to carry out these duties, 3 full members and 3 substitute members are appointed, each one serves a non-coinciding 3-year term. Committee members are appointed by the institution's highest authority, but they are not linked to any institutional activity and do not represent any of its administrative structures.
Ethics Committee is autonomous; it only receives funding from the institution where it works.

What does an Ethics Committee do?
Among the regulations defined by legislation, the Ethics Committee perform the following activities:
a) Preventive guideline:
- Consultative, when requested to provide guidance before decision-making;
- Educational, since the Ethics Committee constantly works to ensure that civil servants, outsourced workers and interns of CAPES understand the importance of ethical behavior;
b) Investigation of ethical violations:
- Investigative, since it has the authority to investigate ethical violations to clarify the facts surrounding reports of ethical misconduct;
- Punitive, since the Ethics Committee is authorized to impose the censorship penalty;
c) Other ordinances:
- Representative, since the Ethics Committee is responsible for representing the public agency or entity in the Ethics Network of Brazil’s Federal Government referred to in Article 9 of Decree No. 6,029, of 2007;
- Administrative
