Former grantees
After completion of their studies abroad, former grantees keep being under supervision by Capes, in special by the DAE – Egresses Supervising Division – until all obligations listed in the Terms of Commitment are fulfilled.
These commitments refer to accountability from the period of the scholarship concession as well as the amount of time the grantees have to stay in the Country after returning , the so-called Interstice Period. Complying to these norms are pre-requisites for new scholarship abroad concessions.
The following info is valid for all scholarship modalities. Charts indicated in the links below show directions whenever different documents are required.
Electronic Systems
Capes´ systems allow the sending of accountability documents, access to reports, updating of data and follow-up of the situation of appeals.
After completion of the period of scholarship concession, the technician responsible for the follow-up abroad will inform which on-line system the grantee will make use.
- Former Grantee Abroad Follow-Up System – SAC – Abroad: It aims at the reception of documents and forms (which must be done exclusively through this system), data updating and follow-up of payments for the grantee
- Detached Documents Page: Dedicated to former AEX grantees for the sending of detached documents such as boarding pass for return trip to Brazil, can be used by other former grantees in the event of congestion of lines in the Sac-Abroad system.
- Scholarship and Allowance Control System – SCBA: Dedicated to the follow-up and checking of data and payments after the implementation of the scholarship and access to orientation and standardized forms for the sending of documents which must be done exclusively through the system itself.
- DIRECT LINE- The official communication channel between Capes and the grantee, it is also through it that the Final Report of the activities developed abroad will be written. Although the Direct Line system gives the option of annexing to the process any pending documents, they are to be annexed only through SCBA.

ACCOUNTABILITY CONCERNING THE PERIOD ABROAD
For the accountability concerning the period spent abroad the former grantee must send in a period of maximum 60 days after the First Collection Letter some basic and specific documents. The basic documents are valid for all modalities, and the specific documents will vary according to the scholarship modality Check chart. |
ACCOUNTABILITY CONCERNING THE PERIOD IN THE COUNTRY (INTERSTICE)
As established by the Term of Commitment, former grantees are responsible for: 1) Returning to Brazil in a maximum period of 60 days after the end of the scholarship concession or the closing of activities abroad and 2) Staying in the Country for a period at least equal to that spent abroad with a Capes scholarship. This period of permanency is called interstice, and counts from de day of return to Brazil, although specifically for Sandwich Doctorate grantees the interstice period is counted from the date of the defense of thesis and not the date of the return to the Country. With interstice period over, former grantees must prove their staying in the Country by sending documents as established in the Prestação de contas do período de interstício – Accountabily for the Interstice Period. As Full PhD Abroad programs are concerned, in which the interstice period is of more than one year, former grantees must send the documentation at the end of each year and also in the closing date of the period. Non-fullfillment of these norms constitutes infraction to assumed obligations and return to Capes to the investment involved, following the exchange rate available at the time of restitution. |
SUSPENSION OF INTERSTICE PERIOD – (Withdrawal from Country)
Considering that the concession of scholarships aim at the national scientific and technological development, it is prohibited to former grantees withdrawal from the Country except in the following cases:Considerando que a concessão de bolsa de estudos busca incentivar o desenvolvimento científico e tecnológico nacional, é vedado ao ex-bolsista afastar-se do país, exceto nas hipóteses previstas a seguir: a) Withdrawal for a period longer than 30 days during interstice can only take place with permission by Capes. In this case, the former grantee must present his/her request justifying the absense and presenting the necessary documentation prior to 30 days from the expected withdrawal, to be submitted to the proper analysis. b) Requests that occur in less than the 30-day period above mentioned might render the analysis impossible. c) Non manifestation by Capes until the expected departure date does not imply tacit authorization for the absence from the country. Observation: in any of the cases, the period of absense will be added to the terminus of the original interstice.. |
REFUNDING TO RESOURCES TO CAPES
Refunding of resources takes paces in the following situaions: a) Cancelling of scholarship, as establish in the Letter of Commitment b) In cases of scholarship waiver c) If the former grantee does not return to Brazil in the established schedule d) If the former grantee disrespects interstice regulations e) If the former grantee does not conclude his/her academic activities abroad f) If accountability does not occur, or is presented in an inadequate, incomplete or untrue way g) In cases of anticipated return for health reasons or natural disasters such as earthquakes, tsunamis, volcanic eruptions, floods, terrorism, etc. In cases of Social Convulsions such as wars between nations, civil wars, terrorism, etc. In cases of deaths in the family – parents, sons, husbands, wives. Anticipated ending of academic activities, including non-completion of internship. The refunding by the former grantee must occur at a maximum of 30 days from the notification and be converted to the rate values of the first day of the notification by Capes. ENDING OF PROCESSES
The ending of the processes will only occur after the sending of the Letter of Closing, after considering the accountability of the study period abroad and the period of permanency in Brazil, with all documents handed by the former grantee as established in the Public Notices/Regulations/Calls/Term of Commitment and other documents made necessary according to Capes´criteria. |
