Governance
Governance can be understood, in a general sense, as a system composed of mechanisms and principles that institutions employ to assist in decision-making and manage relationships with society, aligned with good management practices and ethical standards, with a focus on collective objectives.
In the governance policy of the direct federal, autarchic, and foundational public administration, this theme is supported by Decree nº 9.203 of November 22nd, 2017 (with amendments from Decree nº 9.901 of 2019), where Article 2 brings forth the following concept:
“I – Public Governance - Set of leadership, strategy, and control mechanisms put into practice to assess, guide, and monitor management, with a view to conducting public policies and providing services of societal interest.”
Within the Brazilian Federal Agency for Support and Evaluation of Graduate Education (CAPES), Ordinance nº 126 of June 30th, 2022, establishes the structure and the Internal and Managerial Governance Committees, as well as the rules for the composition and functioning of these committees.
