SNPG Accreditation Process: evaluation of new course
The first step towards the establishment of a regular stricto sensu graduate course is the submission of a proposal to CAPES – APCN (Evaluation of New Course Proposals – acronym in Portuguese), according to the calendar stated by the Department of Evaluation. Submission of proposals should be completed on the Sucupira Platform at the website: https://sucupira.capes.gov.br/sucupira/
Higher education and research institutions may submit proposals for the establishment of master's and/or doctorate courses in person and online learning (virtual programs), academic or professional, in accordance with the specific rules and legislation available at: https://www.gov.br/capes/pt-br/acesso-a-informacao/acoes-e-programas/avaliacao/sobre-a-avaliacao/avaliacao-o-que-e/sobre-a-avaliacao-conceitos-processos-e-normas/legislacao-especifica. The legislation provides guidelines for proposals submission, approval procedures and specifies general criteria that must be followed, such as teaching staff and infrastructure, which must be detailed in the proposal.

Following the publication of the final results by CAPES, the corresponding documentation is forward to the Higher Education Chamber of the National Education Council (CES/CNE – acronym in Portuguese) for approval and accreditation of the program, and then be ratified by the Minister of Education, as established by the current legislation.
From the approval of the CES/CNE Technical Opinion by the Minister of Education, institutions will have up to 12 months, extendable for an equal period, to launch their activities, in the form and under the conditions set out in the proposal.
Online stricto sensu graduate programs are regulated by the Decree n. 9057/2017, CNE/CES Resolution n. 07/2017 and CAPES Ordinance n. 90/2019.
CAPES Ordinance nº 34 of March 9th, 2020, establishes the conditions for the promotion and incentive of stricto sensu graduate programs by the Department of Programs and Scholarships of CAPES.
