New Superintendent General, Commissioner, and Attorney General took office at CADE in April
An Executive Order issued on 13 April in the Official Gazette formalised the appointments of Alexandre Barreto de Souza as CADE's Superintendent General and Juliana Oliveira Domingues as the body's Attorney General. A day before, Gustavo Augusto Freitas de Lima also took office as a Commissioner.
The Brazilian Senate confirmed all appointments on 7 April. Under Articles 6, 12, and 16 of the Brazilian Competition Law (Law no. 12529/2011), commissioners serve a 4-year term; the Superintendent General and the Attorney General are appointed to 2 year-terms (although renewable).
Alexandre Barreto de Souza is a doctoral student in Political Science from Universidade de Lisboa. He holds a master's degree, a postgraduate diploma, and a bachelor's degree in Public Administration from Universidade de Brasília. A public servant as of 1993, Mr Barreto was CADE's President from 2017 to 2021.
Gustavo Augusto Freitas de Lima has a master's degree from UniCeub. He holds bachelor's degrees in Law and Nautical Science and a postgraduate diploma in Public Law, all from Universidade Estácio de Sá. A federal prosecutor at the Office of the Attorney General of Brazil since 2006, he headed the Litigation Department linked to the Office of the Prosecutor General of Brazil (PGF). Before joining CADE, he also worked at the General Secretariat of the Presidency of Brazil as the Assistant Deputy Director of Economic Policy. Additionally, he was on the board of directors of EPL, a state-owned company in charge of planning integrated logistics.
Juliana Oliveira Domingues holds a doctoral degree in Law from Pontifícia Universidade Católica de São Paulo, a master's degree in Law from Universidade Federal de Santa Catarina, and a graduate degree in Law from Universidade Estadual de Londrina. She headed the Brazilian Consumer Protection Secretariat (Senacon) and the Consumer Protection Department of the Ministry of Justice. Moreover, she was the president of the Brazilian Anti-Piracy Council and the Brazilian Council for Consumer Protection (CNDC).
