Federal Senate approves nomination of four Commissioners and the General Superintendent to CADE
The Plenum of the Federal Senate approved on 2 June 2015 the names of João Paulo de Resende, Paulo Burnier da Silveira, Alexandre Cordeiro de Macedo and Cristiane Alkmin Junqueira Schmidt to hold the positions of Commissioners of the Administrative Council for Economic Defense – CADE. The name of Eduardo Frade Rodrigues was also approved to hold the position of the agency’s General Superintendent. The Federal Senate will refer the names to the Presidency of the Republic to proceed with their formal designation.
The names were appointed by the President of the Republic, Dilma Rousseff, at the end of April. The nominees were interviewed and approved by the Federal Senates’ Commission of Economic Affairs, in the morning of 2 June.
The new Commissioners will hold four-year mandates. The General Superintendent was nominated to hold the position for a two-year term.
Eduardo Frade Rodrigues is attending a Masters Degree in Law at the University of Brasília (UnB). He holds a postgraduate degree in Competition Defense from Fundação Getúlio Vargas (FGV), a degree in International Relations from UnB, and a degree in Law from Centro Universitário de Brasília (UniCEUB). He is a Governmental Manager of the Ministry of Planning. He was an advisor at CADE from 2007 to 2011 and General-Coordinator of Concessions at the Secretariat of Civil Aviation of the Presidency of the Republic from 2011 to 2012. He returned to Cade in May 2012, as Deputy General Superintendent until June 2014, when he was nominated Acting General Superintendent, the position currently held. He is also visiting professor of the Law Post graduation course at FGV-Rio de Janeiro.
João Paulo Resende is a Ph.D. candidate in Economics at the Federal University of Rio de Janeiro (UFRJ). He holds a Masters Degree in Economics from the Federal University of Minas Gerais (UFMG). He is a Governmental Manager of the Ministry of Planning and was a special advisor at the Economic Unit of the Ministry of Mines and Energy from 2007 to 2012. He was also professor of Regulatory Economics at the National School of Public Administration (ENAP), from 2010 to 2014 and Director of the Public-Private Partnership Unit of the Ministry of Planning from 2012 to March 2015.
Paulo Burnier da Silveira holds a Ph.D. in Law from the University of Paris II (Panthéon-Assas/Sorbonne Universités) and from the University of São Paulo (USP). He is an associate professor at the Law School of the University of Brasilia. From 2011 to 2015, he was Head of CADE’s International Unit. From 2010 to 2012, he was a lecturer at the Université Paris-Ouest Nanterre la Défense, in France. From 2005 to 2011, he worked as lawyer at the office Avvad, Osório, Fernandes, Mariz, Moreira Lima & Fabião Associates.
Alexandre Cordeiro Macedo holds a Masters Degree in Constitutional Law from the Institute of Public Law of Brasília (2014). He has a degree in Law from the Institute of Instituto de Educação Superior de Brasília (IESB-2006), and a degree in Economics from Centro Universitário de Brasília (UniCEUB). He also performed extension studies in International Economics and International Political Economy at Harvard University. He developed a career as Auditor of the Office of the Comptroller General since 2006, where he served as advisor and Chief of Staff. He has the Executive Secretary of the Ministry of Cities from 2012 to 2013.
Cristiane Alkmin Junqueira Schmidt holds a Ph.D. in Economics by the Postgraduate School of Economics of Fundação Getúlio Vargas (EPGE/FGV/RJ), specialized in industrial organization, competition policy and economic regulation. She worked in different positions at the Secretariat of Economic Affairs of the Ministry of Finance from 2000 to 2003, including the position of Deputy Secretary. She was Chief Economist for regulatory issues at Embratel (2003) and Economic Director at Grupo Libra (family office) between 2011 and 2013. She is an economist at the Itaú Asset Management since August 2014.
