Changes in CADE's communication channels during the elections
Due to the Brazilian elections, the Administrative Council for Economic Defense (CADE) communication channels will change from 1 July to 2 October (extendable to 30 October in case of runoff voting).
The modifications observe the electoral legislation, current precedents, and the government's Department of Communication (SECOM) instructions. During this period, CADE will have part of its website content restricted.
As far as social media is concerned, CADE will have its official Twitter and LinkedIn accounts deactivated during this period. The YouTube channel will keep running and airing the hearings of the Tribunal, in addition to tutorials of the services provided by the agency. The Instagram account will keep running, but ill have part of its content deactivated to follow the electoral provisions.
All deactivated accounts will be reactivated and have their content restored after the elections.
Rules
The law that regulates the elections describes the practices forbidden for government officials. Some of the prohibitions regard institutional advertising.
According to the law (Article 73, Item VI, Sub item "b"), in the three months before the elections, government officials are forbidden to make institutional advertising involving acts, programmes, construction works, services, and campaigns of federal, state, municipal bodies and independent government agencies—except in case of vital and pressing public necessity recognised by the electoral court system.
In addition to the law, the Office of the Attorney General of Brazil prepared a handbook on the prohibited practices for federal public servants in the 2022 elections, directed to public bodies and servants. Moreover, Regulation SECOM/SG/PR no. 1, of 11 April 2018, rules on what the advertising bodies and entities that make up the system of government communications of the Federal Executive Branch (SICOM) are allowed to do in electoral years.
