Alexandre Cordeiro Macedo

Alexandre Cordeiro Macedo is the President of the Administrative Council for Economic Defense (CADE) since July 2021. Prior to becoming the head of CADE, Cordeiro was the Superintendent General of CADE for four years. He also previously served as a Commissioner at CADE. President Cordeiro holds a PhD in Law from the University of Minas Gerais (UFMG). He is a Visiting Scholar and International Fellow of the Global Antitrust Institute of the Antonin Scalia Law School. Cordeiro is a Professor at several federal universities in Brazil and abroad. He has had his articles published in books, magazines and newspapers, and has given a number of lectures at national and international events and universities, including at Harvard Law School and Northwestern University.

Carlos Jacques Vieira Gomes

Carlos Jacques Vieira Gomes is a commissioner at the Tribunal of CADE since February 2024. Mr Gomes holds a degree in Law from the University of São Paulo (1998) and a master’s degree in law from the University of Brasília (2003); he is also an expert in Regulatory Law and Telecommunications by the University of Brasília (2000). Mr Gomes is a professor of Company Law post-graduation courses at the Instituto Brasileiro de Ensino, Desenvolvimento e Pesquisa (IDP), IBMEC, and Fundação Getúlio Vargas (FGV-Rio). He worked as a consultant for the Brazilian Senate in the fields of Economic, Regulatory, and Company Law (2004-2023), as an advisor for the Minister Nancy Andrighi at the Brazilian Superior Court of Justice (2000-2004), and as a secretary for the Tribunal of CADE (1998-2000). Mr Gomes is also the author of the book “Ordem Econômica Constitucional e Direito Antitruste” (2004).

Diogo Thomson de Andrade

Diogo Thomson de Andrade is a Commissioner at the Tribunal of the Brazilian Antitrust Authority – CADE. He previously served as Assistant Superintendent at CADE for 11 years and Interim Superintendent General from July 2021 to April 2022 and from July to October 2017. Mr. Thomson holds a doctoral degree in Law from Instituto Brasiliense de Ensino, Desenvolvimento e Pesquisa (IDP) and a master's degree in Philosophy of Law from PUC-SP (2009). Mr. Thomson has served as a Federal Prosecutor since 2004.
Gustavo Augusto Freitas de Lima

Gustavo Augusto Freitas de Lima is a Commissioner at the Tribunal of the Brazilian Antitrust Authority- CADE. He bachelor’s degrees in Law and Marine Science, a post-graduate degree in Public Law, and a master's degree in Law. Additionally, he has taken courses at Harvard Law School and Fundação Getúlio Vargas. Mr de Lima has been a civil servant for more than 20 years and a Federal Prosecutor as of 2006. He worked as a legal assistant to the Presidency of Brazil for five years, serving as the Assistant Deputy Head of Economic Policy. He has also served as Head of the Litigation Department of the Prosecutor General of Brazil, where he coordinated litigation actions of all offices of the prosecutor general within independent federal government agencies, working directly with the Supreme Federal Court and the High Courts of the country. Mr de Lima worked as the Chief Prosecutor at the Office of the Prosecutor General of Brazil in the city of Volta Redonda, coordinating the body’s operation in the south region of the State of Rio de Janeiro. Before, he was an officer of the Brazilian Marine Corps, held the position of lieutenant commander and carried out functions in the intelligence and telecommunications units. Moreover, Mr de Lima was once part of the Executive Board of Empresa de Planejamento e Logística, a former public enterprise linked to the Ministry of Infrastructure, and has been a professor for graduate and post-graduate courses in the fields of Administrative, Constitutional and Tax Law.

Victor Oliveira Fernandes

Victor Oliveira Fernandes is a Commissioner at the Tribunal of the Brazilian Antitrust Authority – CADE. He is a Professor of Economic and Competition Law at the Brazilian Institute of Education, Development and Research (IDP). He holds a Doctorate in Commercial Law from the University of São Paulo and a Masters from the University of Brasília. From 2016 to 2017, he worked as legal advisor to the Office of Legal Affairs of the Cabinet of the Brazilian Presidency. Later, from 2017 to 2019, he served as Chief of Staff of one of CADE's Commissioners; and then, from 2019 to 2022, as Chief of Staff of one of the judges of the Supreme Court of Brazil.

Camila Cabral Pires Alves

Camila Cabral Pires Alves is a commissioner at the Tribunal of CADE. She holds a PhD and a master's degree in economics, from the Federal University of Rio de Janeiro (UFRJ, 2010), and a degree in Economics, from the Rio de Janeiro State University (UERJ). Ms Alves has been an associate professor at the Institute of Economics of URFJ (IE-UFRJ) since 2013. She is a researcher from the Research Group in Law, Economics, and Competition (GDEC/UFRJ) and a professor of the master’s and PhD classes of the Graduate Program in Economics of the Institute of Economics (PPGE-IE/UFRJ). Ms Alves has also worked as the coordinator of GDEC (2014-2023) and the coordinator of the PPGE-IE (2021-2023). She was a professor at the Universidade Federal Rural do Rio de Janeiro (UFRRJ, 2010-2013) and a visiting scholar at the Washington College of Law - American University (Washington-DC, 2008-2009). She worked at the Secretariat for Economic Monitoring of the Ministry of Finance (SEAE, 2005), and served as Deputy Chief Economist and Chief Economist at CADE (2011-2013).

José Levi Mello do Amaral Júnior

José Levi Mello do Amaral Júnior is a commissioner at the Tribunal of CADE since January 2024. Mr Amaral, holds a PhD and a master’s degree in Law and State. He is an Associate Professor of Constitutional Law at the University of São Paulo (USP), and professor of Law at the University Center of Brasília (UniCeub). He is also a lecturer in Constitutional Law at USP.
Since 2000, he has acted as a Counsel for the Brazilian National Treasury and as Secretary General of the Presidency of the Brazilian Superior Electoral Court (TSE). He was Attorney General of Brazil (2020-2021), Prosecutor General of the Brazilian National Treasury (2019-2020), Assistant Attorney General of the Brazilian National Treasury (2018-2019), Executive Secretary of the Brazilian Ministry of Justice (2016-2017), Deputy Counsel General of Brazil (2015-2016), and Secretary General of the Presidency of the TSE (2022-2024).
