The functioning of the Bidding Round Special Commission is regulated in its Internal Regulation published in the Special Personnel Bulletin No. 116 of December 24, 2024.
The CEL is constituted by 5 (five) effective members and 2 (two) substitutes. The three (3) effective members belong to the staff of the National Agency of Petroleum, Natural Gas and Biofuels (ANP). Two (2) effective members are of the society representatives and do not maintain, or have not maintained, in the six (6) months prior to the publication of the Ordinance constituting the CEL, in each Bidding Round, any direct link with corporate bodies, entities or companies linked to the oil and natural gas industries. Two (2) substitutes are belonging to the personnel of the ANP or are representatives of the society.
The General Attorney of the ANP will designate a Federal Attorney to follow the work of CEL, who will be invited and will have the right to seat and voice in all meetings and public sessions of CEL, and his presence recorded in the minutes.
The President, the Vice President, the members of the CEL and the Federal Attorney must have access to all the works designated by the ANP Ordinance and the publication in the Official Gazette (DOU) in each bidding.
