International Air Frequencies Allocation
Frequency is the unit used for scheduled air services in a given time. In general, it is the weekly number of flights determined by an air services agreement (ASA) and may include the return flight. ASAs have reciprocity as their core principle, and so, parties are entitled to the same number of agreed frequencies
Frequencies may be combined services (transporting passengers and cargo simultaneously) or cargo exclusively.
With countries which Brazil has understandings to free determination of capacity, frequency allocation is not required.
For countries where frequencies are limited according international understanding, or different limits according traffic rights, or points at schedule route, Brazilian airlines that intend to operate schedule services need to have allocated frequencies.

How to request frequency allocation
The request can be made through the Electronic Information System (SEI).
Requests made through SEI system shall select option process type: “Empresas, Oper. e Serv. Aéreos: Alocação de Frequências Internacionais” and fill the form and attach requested documents.
Alternatively, request can be made at Protocol department at ANAC. Access form (available only in Portuguese)
Time for answering: it is expected to take 15 days to frequency allocation to be complete, unless consultations as mentioned on article 6º of Resolution nº 491, of September 5th of 2018, are necessary.
