Designation of national airlines
For a Brazilian airline to offer schedule international air services, one of the requirements (regarded whether international agreement mentions differently) is that the airline needs to be designated by Brazil to each country it will operate.
The Brazilian airline should request ANAC to be designated to the foreign country. Once the request if filled and having no restrictions, ANAC will designate the airline and communicate the foreign country.
How to request airline designation
The request may be made through the Electronic Information System (SEI).
The first step is to select the option process type: “Empresas, Oper. e Serv. Aéreos: Designação de Empresa Aérea Brasileira” and attach to it a letter requesting the airline to be designated to the country were operations are intended.
Alternatively, the airline can present a letter at the Protocol department to any ANAC Office.
Time for answering: If there are no restrictions, it is estimated to take 15 days for the request to be completed.

Designation to operate schedule air services to Brazil (foreigner airlines)
Similar to Brazilian airlines, international airlines shall be designated to explore schedule air services to Brazil (unless differently is provided in international agreement). However, it is the authorities of the airline’s country that shall present the designation request. Airlines shall verify with their local authorities which are the requirements to be filled.
