The development of international air transport is based directly on the harmonization of procedures and information sharing between civil aviation authorities, airlines, airport operators and air navigation service providers.
Thus, a high degree of international standardization of rules and regulations and close cooperation among the agents are necessary to achieve a safe, efficient, affordable and sustainable aviation system.
Because of the international nature of civil aviation sector, the National Civil Aviation Agency - Brazil (ANAC) actively participates in multilateral civil aviation bodies, both regional and global, including international technical forums where the normative parameters that guide the regulatory exercise of the world’s leading civil aviation authorities are defined.
Other specificities of Brazil, which require an intense international agenda from the Agency, are the size and complexity of the Brazilian aviation market and the high competitiveness of the national aviation industry.
Therefore, ANAC seeks the establishment of international agreements on air services, airworthiness and safety, in order to promote the competitiveness of the national aeronautical industry and the connectivity of the Brazilian territory, aiming the expansion of passengers and cargo airflow between Brazil and other countries.
As a founding and integral member of the International Civil Aviation Organization’s (ICAO) Permanent Council, Brazil is among the most important nations in civil aviation achieving a reference position for Latin America and Caribbean countries, in which there is the expectation that the country assumes a constructive and cooperative leadership role in the region. ANAC participates and develops international technical cooperation initiatives, sharing knowledge on civil aviation themes, contributing to the systemic improvement and promoting the alignment between Brazilian aviation and the best international practices.
International Action Plan
Considering the extension and complexity of the international agenda on issues related to civil aviation, ANAC has prepared the International Action Plan (PAI). This document defines the guidelines for the Agency’s participation in international meetings, in which ANAC's collaborators speak as representatives appointed by the Brazilian State. The Plan contains the list of the main international forums that should count on the presence of the National Civil Aviation Authority, the methodology for prioritizing these forums, the priority agenda for international action and knowledge management initiatives.
The objective of this instrument is to ensure ANAC’s participation in strategic and decisive meetings on civil aviation international regulation and to provide greater rationality in decision-making by managers, greater quality of international action, and greater transparency to society and other stakeholders.
