Overflight and Landing Clearance
Foreign private aircraft requiring overflight, landing, or stay in Brazil
Foreign civil aircraft conducting private non-commercial flights transport or belonging to an international air taxi company must communicate a simple landing or overflight through an Overflight Notice to ANAC. However, if after the initial landing, the operator intends to move to another airport within Brazilian territory, they must request a Flight Authorization from ANAC (AVANAC), according to the procedures described below.
Overflight Notice
Whenever a foreign-registered civil aircraft, conducting an air taxi flight or non-commercial flight, only needs to overfly Brazilian territory or make a single landing, its operator must register an Overflight Notice through ANAC's computerized system: https://sistemas.anac.gov.br/SIAVANAC/pouso_sobrevoo/solicitacaosp.asp
The overflight notification must be registered in the name of the flight operator, whether an individual or a company, and for any type of flight (private or air taxi), except when it comes to airlines already authorized to operate commercially in Brazil.
The notification system is automatic, does not generate an authorization number, and an email with the registration is sent to the applicant, without interaction from the interested party with the Agency.

ANAC Flight Authorization (AVANAC)
If after the first landing at an international airport in Brazilian territory, the operator intends to move to another airport also located in Brazil, they must obtain an ANAC Flight Authorization (AVANAC) through the system: https://sistemas.anac.gov.br/AVANAC/pt-br/SolicitacaoVoo/Cadastrar/0. If the subsequent landings are pre-planned, the authorization can be requested before the start of the operation towards Brazilian territory.
The request can also be made in English or Español.
After filling out the form, the system will request the following documents to be attached:
I - Aircraft Registration Certificates;
II - Airworthiness Certificate;
III - Airworthiness Certificate Review, if applicable;
IV - Aircraft insurance policy, with proof of third-party surface damage insurance;
V - Pilot licenses and/or license validation documents;
VI - Pilots' medical certificates.
For air taxi, also send:
VII - Air Operator Certificate;
VIII - Operating Specifications.
In case of aircraft import, also send:
IX - Export document from the aeronautical authority responsible for the aircraft registration, if applicable.
Note: Before starting the import process, the interested/operator must request the reservation of marks for their aircraft.
The AVANAC request is applicable for private aircraft (owned or not by the pilot), air taxi with up to 30 seats, and imported aircraft (new or used).
The request must be made at least 48 (forty-eight) hours in advance of the estimated landing time.
Note: Exceptional situations (aeromedical, for example) may be requested within a shorter deadline. In such cases, in addition to the normal request via system with the required documentation, an email should be sent to sobrevoo@anac.gov.br alerting to the urgency.
Attention: Commercial operations, including air taxi with aircraft with more than 30 passenger seats or cargo, must follow the procedures for non-regular operation in the country, obtaining prior authorization to operate non-regular flights and subsequently registering this operation in SIROS.
