The Brazilian National Civil Aviation Agency (Anac) and the Civil Aviation Authority of Singapore (CAAS) signed a Memorandum of Intent (MOI) on Advanced Air Mobility on Tuesday, September 10th, to strengthen collaboration on regulatory approaches, technical standards, and industry engagement.
The document was signed by Tan Kah Han, Chief Technology Officer and Senior Director of CAAS, and Roberto Honorato, Superintendent of Airworthiness at Anac, on the sidelines of the first Advanced Air Mobility Symposium 2024 of the International Civil Aviation Organization (ICAO), taking place in Montreal, Canada.
With the Memorandum of Intent, ANAC and CAAS confirm their interest in collaborating in the following areas:
-
Exchanging knowledge and information on the certification, validation, and entry-into-service of electric vertical take-off and landing (e-VTOL) aircraft, including policies, regulatory approaches, and operational procedures;
-
Collaborating on the development of technical standards to enable the certification and safe operation of e-VTOL aircraft, including participation in international technical groups; and
-
Coordinating efforts to engage relevant industry stakeholders in the development and safe operation of e-VTOL aircraft.
The MOI between ANAC and CAAS strengthens the growing partnership between the two countries, building upon the foundational Memorandum of Understanding signed in February this year to promote civil aviation safety. The authorities also signed a Technical Arrangement for Airworthiness Certification (TA-AC) in June 2024 to enhance cooperation related to initial and continued airworthiness, production matters, and technical assistance.
According to Anac’s Head of Airworthiness Department, Roberto Honorato, international partnerships are key to the expansion of aviation, especially in light of the challenges in implementing e-VTOL operations. “By working together, we are not only embracing the future of aviation but also reinforcing our shared commitment to maintain the highest standards of safety and efficiency,” he stated.
CAAS’ Chief Technology Officer and Senior Director, Tan Kah Han, said that as e-VTOL technology rapidly evolves, it is crucial for regulators to collaborate to keep pace with development. “This collaboration will allow us to combine our expertise and resources to streamline regulatory approaches and processes while maintaining the highest standards in aviation safety,” he concluded.
