Anac starts a Mixed Study Group to discuss Acceptable Means of Compliance of new Operational Suitability Data (OSD) rules
After the approval of the amendments to the Brazilian Civil Aviation Regulations (RBAC) No. 1, 21, 61, and 90, related to the Operational Suitability Data (OSD), a topic of the Regulatory Agenda, the Brazilian National Civil Aviation Agency (ANAC) will review Supplementary Instructions on Master Minimum Equipment List (MMEL) and operational evaluation of aircraft. For this review, the Agency has opened registrations until June 30, 2024, for participation in a Mixed Study Group (MSG) on the topic. Registrations can be made through this form. The group meetings will take place in August and September 2024.
The MSG is a social participation modality which will include the participation of Agency staff and affected organizations to discuss and receive contributions on the future supplementary instructions. The discussions will be conducted in English, remotely, with asynchronous activities and periodic online meetings, divided into two panels: one on the MMEL and the other on Flight Crew Data (FCD).
Eligilibity criteria and details about the MSG are included in Public Notice No. 19/SAR, dated May 17, 2024. Below are the main conditions for participation:
- Only holders and applicants of aircraft type certificates affected by the topic may participate. Participation is open to both Brazilian and foreign organizations.
- Each organization may designate up to 2 representatives per panel, who must have at least 3 years of technical experience in the subject, as well as sufficient proficiency in English.
Operational Suitability Data (OSD)
With the revision of RBACs No. 1, 21, 61, and 90, the MMEL and the outcome of the aircraft operational evaluation activities became part of the aircraft's Type Certificate under the nomenclature Operational Suitability Data (OSD). The term is already used by the European Union Aviation Safety Agency (EASA), but there are differences between the European and Brazilian models.
The result of this regulatory topic was presented in two webinars held on May 20. On that occasion, the new rules on OSD were explained, from the Regulatory Impact Analysis (RIA) to the effectively approved changes.
