Brazil gets 95.1% in ICAO preliminary audit results
Brazil received 95.1% in the preliminary global assessment of the Universal Safety Oversight Audit Programme (USOAP) of the International Civil Aviation Organization (ICAO). The evaluation, concluded on June 7, audited the National Civil Aviation Agency (ANAC) and, within the air traffic control scope, the Aeronautics Command (Comaer), the Airspace Control Department (Decea) and the Air Accidents Investigation and Prevention Center (Cenipa).
USOAP audits assess the implementation of the country’s operational safety oversight system, verifying the State’s ability to establish and enforce national regulations aligned with ICAO Standards and Recommended Practices (SARPs). Of the total 790 questions in the program, 584 are met by ANAC.
The six OACI auditors were received from May 31 at ANAC’s headquarters, in Brasilia (DF), and examined the protocols and procedures related to six themes in the Agency’s scope: civil aviation organization; legislation; personnel licensing and training; aircraft operations; aircraft airworthiness; and aerodromes and ground handling.
This is the fourth time Brazil has undergone this audit. The previous assessment, done in 2018, was conducted as part of the investigation of aviation incidents and accidents, auditing Cenipa for this purpose. Until this audit, Brazil had 94.72% effective implementation of the USOAP program issues. With the result of 95.1%, the country remains among the states with the best indices in the program.
The completion of the USOAP testifies to ANAC’s efforts to further improve the high standards of operational safety maintained by the Brazilian civil aviation system, placing them under constant evaluation.
