ANAC launches Fly2Brazil to facilitate the entry of foreign airlines into the country
The National Civil Aviation Agency (ANAC) is launching Fly2Brazil hotsite today, October 30th, to promote the simplification of rules for attracting foreign airlines to Brazil. The project aims to stimulate competition in the aviation sector, enhance the country's connections with foreign destinations, and further democratize access to air transport in the medium term.
In the hotsite, one can find guidance for new international airlines looking to operate in Brazil, whether through non-regular flights, known as charter flights, or regular flights with pre-established frequencies. There are also instructions available regarding codeshare operations, in which an airline allows another airline to use its identification code on a flight, allowing passengers to book a flight with one airline but travel on a flight operated by another airline. To enhance the project, promotion and outreach efforts are conducted in partnership with the Ministry of Tourism (Mtur), through EMBRATUR, and target representatives of foreign airlines, tour operators, and associations of foreign tour operators, civil aviation authorities, airport operators, and other stakeholders in the international sector, including the International Air Transport Association (IATA), State and Municipal Tourism Departments, as well as destination promotion entities and receptive operators.
Simplifying Regulations
The rules were simplified in September 2022, reducing the bureaucracy associated with document submission for providing international regular and non-regular air transportation. Now, foreign companies are exempt from the Prior Operating Authorization and can register directly with the Commercial Registry while handling the Operational Authorization with ANAC. As a result, the average processing time has been reduced from 270 to 30 days, expediting the process for foreign companies to operate new flights to Brazil.
The improvements in the authorization process made by ANAC also aim to enable the development of new air services for Brazil, such as charter flights, for which approvals can be issued in up to 10 days.
Codesharing between Brazilian and foreign companies has also been simplified. Now, companies that wish to engage in codeshare agreements only need to register this information with ANAC, in compliance with current international agreements.
