ANAC announces SMS Study Group Report
The National Civil Aviation Agency (ANAC) makes results achieved by the Joint Study Group on Operational Safety Management (GEM-SGSO) public. The study was carried out between March and September 2022, with participation of members representing the Brazilian Aeronautical industry and ANAC and was aimed at analyzing aspects and impacts of the theme on the production of aeronautical products and articles, considering elements of Brazilian Regulation. The final report (click to read in Portuguese only) will serve as subsidy for the decision-making process, which includes the Regulatory Impact Analysis (RIA) phase on the subject.
As a work strategy, technical meetings were held to discuss 13 (thirteen) topics, confirmed as relevant by the group members:
- Applicability;
- Systemic approach;
- Moment of implementation and scalability;
- Considerations about the ARC Part 21 CONOPS approach;
- Identification of necessary adjustments to RBAC 21;
- Costs and benefits;
- Interfaces;
- Integrated system approach;
- Relationship with report of occurrences;
- Coordination of emergency response plan;
- Impacts on product validation;
- Initial steps for showing of compliance; and
- Fair Culture.
Subsection 5.2 of the report presents subsidies on the points of concern to be addressed during ANAC RIA, based on the expectations of SMS adoption in a compatible way with Brazilian requirements related to the approval of type design and production of aeronautical products and articles.
Aiming at continuing to regulate the issue in Brazil, the Regulatory Impact Analysis (RIA) phase is in progress and scheduled to be concluded next July. During the RIA phase there may be a new call for social participation, which will be announced timely.
ANAC thanks all GEM-SGSO members for their dedication to the study, which resulted in an important contribution that will guide ANAC's decision-making process on the SMS subject.
