Brazil is the first Latin American country to sign Ramp Inspection Program agreement
International reference in aviation safety in terms of regulation and compliance with high standards of technical requirements. This is how the Safety Assessment of Foreign Aircraft (SAFA) agreement signed by the National Civil Aviation Agency (ANAC) and the European Aviation Safety Agency (EASA) is characterized.
With the signed commitment, Brazil will become the first Latin American country to join the program. The signing of the agreement results from the intense collaboration existing between the two civil aviation authorities and establishes technical cooperation for the collection and sharing of information of safety interest from aircraft used by third-country operators undergoing ramp inspections.
The agreement will bring benefits to the Agency, such as access to all reports in the SAFA database and to relevant data from operators under the Brazilian Civil Aviation Regulation (RBAC) No. 129 (foreign) and RBAC No. 121 (Brazilian), the standardization of ramp inspections using a system adopted by more than 50 countries and the active participation of ANAC in the SAFA/EASA forums.
Safety
Safety in aviation operations has been included in ANAC's priority agendas. The Provisional Measure of Simple Flight (MP No. 1.089, of December 29, 2021), from a program created by the Agency and the Federal Government in 2020, aiming to modernize and debureaucratize the Brazilian civil aviation sector, was approved by the Federal Senate on May 17. Focusing on the safety of operations, one of the changes brought by the MP was the elimination of the air service concession process, which allows the Agency to concentrate its efforts on the airline certification procedure.
With the change, the exploration for air services became less bureaucratic, with emphasis on safety and legal criteria such as: completion of the certification process required by ANAC; use of aircraft in an airworthy condition and compatible with the intended service; and guarantee of maintenance of technical and operational conditions defined by the Agency.
Another important change brought by the Voo Simples MP is related to the definition of concepts and categories of air services. As these definitions may vary according to the type of service provided and evolve with the development of the civil aviation system, the task was reserved to the infralegal norm, ANAC’s competence, always observing the safety measures applicable to each category. The goal is to promote greater efficiency and safety in the provision of these services.
International Agenda
ANAC’s Director-President, Juliano Noman, was invited by the Civil Aviation Authority of Singapore (CAAS) to attend the Changi Aviation Summit between May 17 and 19, in Singapore, when the cooperation agreement described above was signed. The event was attended by high-level representatives of civil aviation authorities, international organizations and industry, with the aim of discussing the economic recovery of international civil aviation in the post-pandemic context, innovation and environmental sustainability.
Noman also met with the Director-General of the UK Civil Aviation Authority, Rannia Leontaridi, for a dialogue on bilateral cooperation between the two civil aviation authorities, in particular the coordination for the 41st Assembly of the International Civil Aviation Organization (ICAO), which will take place in September and October this year.
