Brazil hosts annual meetings and brings together authorities from international working groups in December
During the week of December 5th to 9th, the National Civil Aviation Agency (ANAC) hosted meetings of two international working groups in São Paulo: the Committee on Aviation Environmental Protection (CAEP) and the Maintenance Management Team (MMT). Both groups are part of the International Civil Aviation Organization (ICAO).
MMT
Brazil presented the gains of the Voo Simples (Simple Flight) Program, notably the publication of Law 14.368/2022 (click on the link to access in Portuguese), which made the Brazilian Aeronautical Code more flexible, allowing Brazil to respond more quickly to the market evolution. The ongoing revision of the Brazilian Civil Aviation Regulation (RBAC) 145, which simplifies the inclusion of articles and services related to aircraft, engines and propellers in the Operational Specifications of the maintenance organization was also presented. The proposal is in Public Consultation (click on the link to access in Portuguese). A highlight is the authorities' alignment with the same principles of simplification and modernization of the Simple Flight Program. The Canadian authority was focused on simplifying the requirements for certification of maintenance personnel, considering the concepts of Responsive Regulation, another direction highlighted by ANAC.
The Digital Transformation Program - PTD (click on the link to access it in Portuguese) was also highlighted in ANAC's activities. The European authority coordinates a working group to assess digitization standards related to aircraft maintenance. The PTD coordinator was at the meeting to contribute with the Brazilian experience in the process. On the last day, there was the participation of the industry, which brought its demands to the regulatory authorities.
The event is especially important for the international acceptability of Brazilian maintenance, as it allows all countries to evolve their regulation in an aligned manner. In this sense, during the meeting, the four countries signed a strategic collaboration document in the development of maintenance agreements.
The group was created in 2016 and aims to monitor and manage collaborative efforts between the four civil aviation authorities involved (Brazil, Canada, United States and Europe).
CAEP
The committee met to direct the work of the cycle and coordinate the work of the various working groups. Brazil applied to host the 2022 meeting with the aim of reaffirming its role in aviation and the environment, in addition to strengthening the relationship with the group's leaders and providing broad participation by Brazilian specialists. The purpose of the meeting was to monitor the progress of the working groups and direct the discussions.
It is worth remembering that CAEP traditionally carries out studies and analyzes of the environmental impact in the context of international aviation, proposing options for restriction standards for emissions and aircraft noise. In this cycle, an analysis is under way to jointly update the noise standards and CO2 emissions.
In addition, a long-term goal for reducing aviation emissions (Long Term Aspirational Goal – LTAG) was recently agreed at the 41st ICAO Assembly. CAEP was and continues to be fundamental as a technical support group for the establishment and monitoring of the LTAG.
