ANAC ranks 1st in governance in OECD report
The National Civil Aviation Agency (ANAC) was appointed the best placed in good governance practices, among 29 civil aviation authorities analyzed, according to a report released by the Organization for Economic Co-operation and Development (OECD). The document is part of a series of OECD studies on the tools, governance, and institutions of better regulation and their impact on policy results. The purpose of the studies is to provide information on regulatory policy and governance for the work of the organization. The report is available on the OECD website.
Based on data collected from April to October 2021, a total of 29 civil aviation authorities from 26 countries or territories in Latin America and the Caribbean were analyzed.
The assessment was based on an analysis, compiled by the OECD, of questionnaires answered by the aviation authorities themselves. Three governance components were analyzed:
Scope of action – indicator that points out how broad are the activities fulfilled by the regulatory body (such as setting tariffs, deciding on operating standards and methodologies, sanctioning powers, and enforcement activities);
Independence – component that maps the degree of independence of the body, without undue influence from political agents and the regulated sector;
Accountability – factor that points to the capacity of accountability of the regulatory body to shareholders - including government, Congress and regulated sectors – and the general public. Accountability is about adherence to regulatory management principles and looks at the collection, use, and disclosure of industry performance information.
The lower the score, the better the performance of the institutions on the above indicators. ANAC was the absolute highlight in the average of the three indicators and in the Independence and Accountability indicators, coming second in Scope of Performance.
