ANAC and ALTA sign memorandum of understanding for exchange with industry
As a way to boost the aviation sector in Brazil, the National Civil Aviation Agency (ANAC) signed, on September 15, with the Latin American and Caribbean Air Transport Association (ALTA), a protocol of intent to promote the work between the Agency and the Association, which together will outline projects aimed at equalizing the regulatory environment of civil aviation and industry. The signing took place during the Alta Aviation Law Americas conference, in Rio de Janeiro.
The protocol aims to exchange experiences of the regulator with the industry, through an exchange program, promoting the opportunity to train and update the technical staff of ANAC, the efficiency of the regulatory environment and the maintenance of safety standards. “The collaborative work between regulator and industry is the best way to develop an efficient regulatory structure that, at the same time, guarantees the safety of operations. This arrangement is a breakthrough in structuring this collaborative work that was so important in the pandemic and will continue to be in the growth of the industry. The protocol marks the beginning of the cooperation that we intend to sign with the sector. All this with great transparency and the support of both institutions,” said ANAC’s Director-President, Juliano Noman.
“With the signing of this protocol at ALTA Aviation Law Americas 2022, we highlight the role of ALTA and its members to work on intelligent regulations that serve to boost the development of the industry and generate opportunity for all countries. The conclusion of this agreement will incorporate innovations in this environment of so much technology, bring more legal certainty to operations in a fast, efficient and safe manner. Just as we will be open to the demands of the regulatory body, we want to encourage our members to seek ALTA to work together with ANAC’s technical staff in order to structure the next steps for the aviation industry in Brazil,” said Ricardo Botelho, CEO and executive director of ALTA.
The project will start with a pilot exchange between ANAC technical staff and the industry to regulate the authorization of take-off procedures with reduced ceiling (Required Navigation Performance Authorization Required Departure – RNP AR DP). With this exchange of experiences, the industry will help the Agency to establish requirements, considering the complexity of the procedure. There is still no clear definition of requirements in other Civil Aviation authorities.
RNP AR procedures provide several operational and safety advantages when compared to other RNAV procedures. These advantages include the incorporation of additional navigation accuracy, integrity and functional capabilities for operations with reduced obstacle tolerances, allowing approach and takeoff procedures in circumstances where other types of approach and departure procedures are not operationally possible.
“The knowledge exchange and collaborative development for the authorization procedure for these operations will allow these operational efficiency gains to take place in an efficient manner, ensuring that safety levels are maintained,” highlights Noman, ANAC’s Director-President.
