ANAC adjusts 7th Round notice proposal after Santos Dumont Airport exclusion
In compliance with the new guidelines of the National Civil Aviation Secretariat (SAC), of the Ministry of Infrastructure (Minfra), the National Civil Aviation Agency (ANAC) approved, on February 23, adjustments in the drafts of the notice and contracts of the 7th round of airport concessions, which will be added to the process already under the analysis of the Federal Court of Accounts (TCU). The new legal documents consider the exclusion of Santos Dumont Airport, as well as the reformulation of the original configuration of the clusters, now totaling 15 airports.
Following the guidelines of SAC/Minfra, the composition of the three clusters of airports to be auctioned was organized as follows:
General Aviation Cluster - formed by the airports Campo de Marte, in São Paulo (SP), and Jacarepaguá, in Rio de Janeiro (RJ). The minimum initial contribution is R$138.3 million. The estimated value for the entire contract is R$ 1.7 billion.
North Cluster II - integrated by the airports of Belém (PA) and Macapá (AP). The minimum initial contribution is R$ 56.6 million. The estimated value for the entire contract is R$ 1.9 billion.
SP-MS-PA-MG Cluster - composed of the airports of Congonhas, in São Paulo (SP); Campo Grande, Corumbá and Ponta Porã, in Mato Grosso do Sul; Santarém, Marabá, Parauapebas and Altamira, in Pará; Uberlândia, Uberaba and Montes Claros, in Minas Gerais. The minimum initial contribution is R$ 255.2 million. The estimated value for the entire contract is R$11.4 billion.
7th Round rules
The 7th round of airports concession proposes flexible regulation, compatible and proportional to the size of each airport in relation to tariffs, investments and quality of services, as already occurred in the 5th and 6th rounds. The service level requirement will be adherent to the reality of each airport, always aiming to provide the best service to the user.
The same bidder can bid for all three clusters. The minimum requirement for technical qualification of the airport operator will be the proof of experience in processing, in at least one of the last five years, of 200 thousand passengers or 17 thousand aircraft movements for the General Aviation Cluster, 1 million passengers for the North II Cluster and 5 million passengers for the SP-MS-PA-MG Cluster.
The concession of the 7th round of airports was qualified in the Investment Partnership Program (PPI) by CPPI Resolution No. 145, of December 2, 2020, and by Decree No. 10,635, from February 22, 2021.
