Public consultation proposes modernization of aircraft certification regulation
National Civil Aviation Agency of Brazil (ANAC) initiated the public consultations No. 15/21 and 17/21 related to amendments to the Brazilian Civil Aviation Regulations (RBACs) No. 01, 25, 27, 29, and 33, which provide standards for aeronautical product design certification, as well as their definitions. The revisions aim at maintaining harmonization with international standards.
RBACs were developed based on similar standards issued by the Federal Aviation Administration (FAA), the USA civil aviation authority. This regulatory update makes the process more efficient to the type certification applicants, once the certification is based on the same requirements in Brazil and USA, for example.
Additionally, an appendix may be included to address differences to the reference standard. The objective of this new appendix is to allow the introduction of mature international understandings, reducing the need for issuing exemptions, special conditions and equivalent levels of safety, increasing administrative efficiency to the certification process. This new appendix can already be noted in the RBAC 25 proposal. ANAC intends to gradually introduce similar appendixes to the other certification standards.
Public consultations No. 15/21 and 17/21 are open to the entire society and will remain accessible for sending contributions until November, 11th and 19th, 2021, respectively. The documents and forms can be accessed in the public consultation page (click in the link to access) of ANAC website.
