ICAO aviation recovery conference emphasizes commitment to effective, sustainable return
The High Level Conference on Covid-19, hosted by the International Civil Aviation Organization (ICAO), ended on October 22. With representatives from 194 member states and the industry, the event discussed the safe and efficient recovery of international air transport in the context of the pandemic. During the event, in a totally online format, the Brazilian delegation was headed by the Director-President of the National Civil Aviation Agency (ANAC), Juliano Noman.
The event represented a significant effort by the States to find coordinated and multilateral solutions for the resumption of international aviation activities and the promotion of sustainable and efficient aviation development. In this context, the Conference approved the recommendations contained in the reports of the Technical Streams on Operational Safety and Facilitation. The Conference will adopt the High Level Ministerial Declaration – “One Vision for Aviation Recovery, Resilience and Sustainability beyond the Global Pandemics”, which reinforces the commitment of States to the safe, efficient and sustainable resumption of international aviation operations. The document recognizes the importance of the adoption of pandemic control measures by the airline industry, but urges states to define health control measures based on risk-based, science-driven analysis and guided by the principle of non-discrimination. The Conference also emphasized that digital systems adopted in passenger information control be harmonious among the countries.
Brazilian Delegation
The Brazilian delegation was headed by the Director-President of ANAC, and was composed of representatives from ANAC, Department of Airspace Control (Decea), Center for Investigation and Prevention of Aeronautical Accidents (Cenipa), Secretariat of Civil Aviation (SAC), Ministry of Infrastructure and Ministry of Foreign Affairs (MRE). Director Rogério Benevides assumed the role of co-chair of the Stream Facilitation.
