ANAC approves opening of public consultation for the 7th round of airport concessions
The Collegiate Board of Directors of the National Civil Aviation Agency (ANAC) approved, on September 21, the drafts of the notice and concession contract for the 7th round of airport concessions. The documents will be submitted to the evaluation of society, for 45 days, during the process of public consultation and virtual public hearing on a date to be defined. The documents will be available on ANAC's website after the notice is published in the Diário Oficial da União.
Granted in clusters, the 16 airports of the 7 th round are located in the North, Southeast and Center-West regions of the country. Together, the terminals account for the processing of 39.2 million passenger departures and landings and 26% of the passengers who paid airfare in the Brazilian air transport market in 2019.
The concession of the 7 th round of airports was qualified in the Investment Partnership Program (PPI) through CPPI Resolution N. 145, dated December 2, 2020, and Decree No. 10,635, dated February 22, 2021.
In this round, the three clusters are led by the airports of Congonhas/SP (SP-MS-PA Cluster), Santos Dumont/RJ (RJ-MG Cluster) and Belém (North Cluster II). In all, there will be R$ 8.8 billion in investments during the 30-year concession period. The minimum initial bid (for the three airport clusters) totals R$ 897.7 million. The expectation is that the final value of the premium will exceed the minimum value, in view of the dispute among investors for the assets. Together, the three contracts are estimated to be worth R$ 22.3 billion.

SP-MS-PA Cluster: airports of Congonhas and Campo de Marte, in São Paulo (SP), Campo Grande (MS), Corumbá (MS), Ponta Porã (MS), Santarém (PA), Marabá (PA), Parauapebas (PA) and Altamira (PA). The minimum initial contribution is R$487 million. The estimated value for the entire contract is R$ 13.35 billion.
RJ-MG Cluster: Santos Dumont and Jacarepaguá airports, in Rio de Janeiro (RJ), Montes Claros (MG), Uberlândia (MG) and Uberaba (MG). The minimum initial contribution is R$ 355.2 million. The estimated value for the entire contract is R$ 6.7 billion.
North Cluster II: airports of Belém (PA) and Macapá (AP). The minimum initial contribution is R$ 55.5 million. The estimated value for the entire contract is R$ 2.2 billion.
Privatization Process
Following the example of the 5 th and 6 th rounds of concessions, the 7 th round proposes flexible regulation, compatible and proportional to the size of each airport in relation to tariffs, investments and quality of services. The service level requirement will be adherent to the reality of each airport, always requiring the best service to the user.
The same bidder can bid for all three clusters. The minimum requirement for technical qualification of the airport operator will be proof of experience in processing, in at least one of the last five years, of one million passengers for the North Cluster II and five million passengers for the SP-PA-MS and RJ-MG Clusters.
