TRAINAIR PLUS Programme History at ANAC
As a member of ICAO Council Group I (which includes States of major relevance to international civil aviation), Brazil was recognized as a full member of TRAINAIR Programme in 1994, and the Civil Aviation Institute of the former Department of Civil Aviation was officially recognized as a regional centre for the training of Operational Safety Inspectors – Operations in 2001.
When the National Civil Aviation Agency (ANAC) was created in 2006, competencies under the responsibility of the Department of Civil Aviation were transferred to ANAC. ANAC formally requested its recognition as a full member of TRAINAIR Plus, expressing its intentions to offer high-level courses based on the methodology and technical requirements of the TRAINAIR Programme to professionals of the Brazilian civil aviation system, as well as those from Latin American countries and Portuguese-speaking African States. ICAO formalized the adhesion to the Programme in 2012, during an event held in Singapore, as a strategy to provide the integration of the Brazilian civil aviation to the international scenario.
Brazil was initially accepted as an associate member, first level in the evolutionary scale of the Programme, since it was necessary to develop a course based on the requirements and methodology of the Programme in order to be promoted to full member status. In 2016, after an evaluation of ANAC Training Centre in Rio de Janeiro, Brazil, the Agency was elevated to the full member category of TRAINAIR Plus Programme.
The rise to the new category allowed ANAC to buy international teaching materials at a reduced price and the receipt of copyright payments for standardized teaching materials and training packages developed by the Agency to be used by foreign training centres.
ANAC TRAINAIR PLUS Training Centre (TC) was transferred from Rio de Janeiro to Brasília, as an organizational strategy chosen to place the Training Centre closer to decision makers, in accordance with the Agency’s Institutional Strengthening Programme. The decision is in line with the strategic objective of "guaranteeing quality services based on customer-oriented culture and transparency".
ANAC TRAINAIR PLUS Full Member 2018 Priority Project
The Priority Project ANAC TRAINAIR PLUS Full Member 2018 was created to maintain the Full Member Certification. Some of the main products resulting from the Project are:
- Personnel Training - Training of the Director of the TC (TMC), training of course developers (TDC) and instructors (TIC) in the TRAINAIR PLUS methodology; and
- Development of Standardized Training Packages (STP).

ICAO's TRAINAIR PLUS Programme promotes training collaboration for the purpose of providing safe, secure, and sustainable development of global air transport. More in the TRAINAIR Operational Manual (TPOM)
BACKGROUND
Launched in 2010, the TRAINAIR PLUS Programme:
- Benefits from more than 25 years of experience and expertise from its predecessor programme, the TRAINAIR Programme, in the fields of training development and sharing, capacity building, as well as instructional delivery;
- Provides valuable ICAO support to its Member States and the aviation industry through the implementation of high-quality standards in civil aviation training and capacity-building; and
- Assists in implementing sustainable human resources development strategies, consistent with ICAO Assembly Resolution A38-12, Appendix D, Qualified and Competent Aviation Personnel.
WHAT IS TRAINAIR PLUS?
TRAINAIR PLUS is a cooperative network of training organizations and industry partners working together to develop and deliver ICAO-harmonized training packages. These packages include:
STP – Standardized Training Package
ITP – ICAO Training Package
CTP – Compliant Training Package
PTP – Partner Training Package
WHY TRAINAIR PLUS?
The mission of the TRAINAIR PLUS Programme is to:
- Improve safety and efficiency of air transport; and
- Establish, maintain, and monitor high standards of training and competency of aviation personnel on a worldwide basis and in a cost-effective manner.
WHO CAN JOIN THE TRAINAIR PLUS PROGRAMME?
The list of potential candidates includes but is not limited to:
- Training arms of civil aviation authorities, airlines, airports, and maintenance organizations;
- Private training organizations recognized by the State where they are located; and
- Training centres involved in any specialized aviation-related safety training.
HOW DOES TRAINAIR PLUS ACCOMPLISH ITS MISSION?
The TRAINAIR PLUS Programme uses two tools:
- A methodology to develop standardized courses in civil aviation disciplines; and
- • A sharing system of training packages.
TRAINAIR PLUS TODAY:
- Organizations in close to 70 Members States are working together to develop, deliver, and share competency-based training packages;
- TRAINAIR PLUS Members are recognized as the most compliant with ICAO provisions in addressing training development and delivery;
- TRAINAIR PLUS is driven by a self-sustaining mechanism and reward system for active members that develop training packages used by other TRAINAIR PLUS Members; and
- TRAINAIR PLUS Members have access to the TRAINAIR PLUS Electronic Management System (TPeMS), an effective and continuously available web-based suite of applications.
Membership Categories
The TRAINAIR PLUS Programme is open to all training organizations and operators, provided they are recognized or approved by their respective governments.
The network consists of the following four categories of membership:
1) ASSOCIATE MEMBERSHIP
Associate Members are training organizations that successfully pass an on-site assessment. To become a TRAINAIR PLUS Associate Member, new applicants must successfully pass a TRAINAIR PLUS on-site assessment, conducted by an ICAO-qualified Assessor, to determine compliance of the applicant with the criteria set forth in the TRAINAIR PLUS Assessment Guidelines (TPAG) and the TRAINAIR PLUS Protocol Questionnaire, based on Annex 1 — Personnel Licensing to the Chicago Convention and the ICAO Manual on the Approval of Flight Crew Training Organizations (Doc 9841).
THE BENEFITS OF ASSOCIATE MEMBERSHIP:
- Join an internationally recognized cooperative network of training centres;
- Receive recognition by ICAO as a training organization that has implemented a robust quality management system;
- Obtain technical support from ICAO to standardize training based on a globally recognized course development methodology;
- Access and deliver Standardized Training Packages (STPs) developed by Members;
- Host TRAINAIR PLUS courses;
- Gain continuous access to the TRAINAIR PLUS Electronic Management System (TPeMS); and
- Obtain support to build training capacity through technical expertise, resources, and quality oversight.
2) FULL MEMBERSHIP
Full Members are TRAINAIR PLUS Members that develop Standardized Training Packages (STPs). Training centres that wish to improve and consolidate competency-based training within their organizations are required to develop an STP, including the provision of On-the-Job Training for their course developers by an ICAO-qualified Validator. Once the STP is validated by ICAO, the applicant will be granted TRAINAIR PLUS Full Member status.
THE BENEFITS OF FULL MEMBERSHIP:
In addition to the Associate Membership benefits, Full Members will:
- Obtain technical assistance to develop STPs;
- • Produce certificates through the TPeMS;
- • Generate revenues through the selling of STPs to other TRAINAIR PLUS Members; and
- • Submit a training package to be recognized as a Compliant Training Package (CTPs).
3) REGIONAL TRAINING CENTRE OF EXCELLENCE (RTCE) MEMBERSHIP
Regional Training Centres of Excellence (RTCEs) are regional TRAINAIR PLUS-leading Full Members that can develop ICAO courses using ICAO provisions (Annexes and guidance material). This membership category offers additional partnership with ICAO for the development of ICAO Training Packages (ITPs). RTCEs will be assessed by the ICAO Global Aviation Training (GAT) Office, according to according to a set of high-level criteria and the Framework for RTCE Status Recognition and Maintenance (En Fr Sp Ru Ar Ch). Training organizations that comply with these requirements and others, such as regional distribution, will be recognized as ICAO RTCEs.
THE BENEFITS OF RTCE MEMBERSHIP:
In addition to the Associate and Full Membership benefits, RTCEs will:
- • Obtain recognition from ICAO as a regional training leader;
- • Develop and deliver ICAO Training Packages (ITPs) in the following authorized areas:
- Aerodromes (Annex 14);
- Air Navigation Services (Annexes 2, 3, 4, 5, 10, 11, 12 and 15);
- Air Transport;
- Environment (Annex 16);
- Flight Safety and Safety Management (Annexes 1, 6, 7, 8, 13, 18 and 19); and
- Security and Facilitation (Annexes 9 and 17).
4) CORPORATE MEMBERSHIP
Corporate Membership is awarded to aviation institutions and industry organizations that wish to participate in the various TRAINAIR PLUS Programme activities and have access to Members of the network. As a Corporate Member, a company can contribute to the Programme by making relevant knowledge, resources, or tools available on a bilateral basis or for the network, such as subject matter expertise and/or by developing training packages.
THE BENEFITS OF CORPORATE MEMBERSHIP:
- • Gain continuous access to the TRAINAIR PLUS Electronic Management System (TPeMS);
- • Host TRAINAIR PLUS courses;
- • Produce certificates through the TPeMS;
- • Obtain a listing in the ICAO Aviation Training Directory (ATD);
- • Develop Compliant Training Packages (CTPs);
- • Develop Partnership Training Packages (PTPs);
- • Obtain the opportunity for its training arm to develop CTPs; and
- • Obtain a posting of the Corporate Member's website link on the TRAINAIR PLUS website.
Training Packages
TRAINAIR PLUS/Training Packages Recognized by ICAO:
TRAINAIR PLUS Members are part of a worldwide collaborative network that develop and exchange high-quality standardized aviation training materials for the benefit of all members. Training packages are categorized according to ICAO's authorized areas: Aerodromes, Air Navigation Services, Air Transport, Environment, Flight Safety and Safety Management, Security and Facilitation, and Training Competency Development.
The ICAO portfolio of training packages are either developed by ICAO, TRAINAIR PLUS Members or partners. Members of TRAINAIR PLUS Programme (TPP) obtain expertise and technical support to develop and deliver training packages produced in accordance with the ICAO Training Development Guide, Competency-based Training Methodology (Doc 9941).
Below are the four training packages recognized by ICAO:
- ICAO Training Package (ITP): A training package developed by ICAO, or a Regional Training Centre of Excellence (RTCE) in collaboration with ICAO, using ICAO provisions and supporting ICAO programmes;
- Standard Training Package (STP): A training package developed by TPP Members, using Member State's or industry requirements with operational content;
- Compliant Training Package (CTP): An existing training package developed by TPP Members, using Member State's or industry requirements with operational content, and subsequently recognized by ICAO as compliant with ICAO provisions; and
- Partnership Training Package (PTP): A training package developed within the framework of a partnership agreement with a TPP Corporate Member or an industry partner.
