To import beverages in general, wines, and grape and wine products, the establishment must be registered in MAPA as an IMPORTER of the beverage it wishes to import. If the company has no registration, it should request one through the Integrated System of Agricultural Products and Establishments (SIPEAGRO).
The importing establishment must register the import request using the Management Information System for the International Transit of Agricultural Products and Inputs (SIGVIG).
The documents required by the International Agricultural Surveillance System (VIGIAGRO) upon product entry can be seen in Appendix XLI of Normative Instruction 39, dated November 27, 2017 and is listed below:
a) Registration Certificate of the importing establishment, when the automated electronic verification is not available;
b) Certificate of Origin and Analysis of the Product;
c) Certificate of the Aging Time, when applicable;
d) Importing Inspection Certificate authorizing product sale within a time period that exempts it from sampling, when applicable;
e) Custody Form, when applicable;
f) Authorization to exempt sampling, issued by the Technical Department of SFA/
UF, in those cases provided for by clause “a” of item 3.5 of this Appendix;
g) Proof of characteristics and regionality of the product, when applicable;
h) Proof of geographical indication of the product, when applicable;
i) Customs Documents for the Product (Import Permit - LI, Simplified Import Permit - LSI or Simplified Import Declaration - DSI);
j) Invoice;
k) Bill of lading or cargo manifest; and
l) Agriculture Declaration of International Transit (DAT).
Item B of the list (Certificate of Origin and Analysis) must be issued by an official or officially accredited agency of the country of origin. In case of sampling for analysis, according to Normative Instruction 67, dated November 5, 2018, such samples will be submitted to one of the approved national laboratories eligible to perform physical-chemical analysis of beverages, acetic fermented drinks and wines and grape and wine products. After the analysis report is issued by the laboratory, MAPA’s inspection service in the SFA will assess all documentation and proceed to issue the Inspection Certificate. The establishment may only sell the imported product within Brazil once in possession of the Inspection Certificate stating product is fit.
IMPORTING WITH NO COMMERCIAL PURPOSES
An Import Permit for beverages, acetic fermented drinks, wines, and grape and wine products with no commercial purposes, issued by the inspection agency, via application by the interested party through the service portal must be presented to VIGIAGRO for the importation of products with no commercial purposes, accompanied or otherwise by the Certificate of Origin and Analysis, in a volume larger than 12 liters, for the following purposes:
I - Exhibitions;
II - Quality Competitions, tasting events or marketing;
III - Research and development; or
IV – The interested party’s own consumption.
The quantity of the imported product with no commercial purposes must match the size and duration of the exhibition, competition, event, or research and development for which it is intended, and must comply with the requirements of the specific legislation of the competent inspection agency. Products brought by individuals moving to Brazil from abroad are also considered as products for personal consumption. Importation of up to 12 (twelve) liters of products is exempt from authorization and checking by MAPA.
