Seed and seedlings
The export of any quantity of seeds or seedlings must be authorized by the Ministry of Agriculture, Livestock and Food Supply upon request by the interested party. The conditions are provided by Normative Instruction no. 25, dated June 27, 2017.
In addition to the Brazilian legislation, the export of seeds or seedlings must comply with the requirements of the agreements and treaties that govern international trade and those established by the importing country.

Fertilizers
Fertilizers, correctives, inoculants and biofertilizers are basic inputs that improve agricultural production. For the safe sale of these products, the International Agricultural Surveillance System (VIGIAGRO) establishes standards for the export of fertilizers, correctives, inoculants and biofertilizers, according to annex III of the Normative Instruction 39/2017 (only in Portuguese).
Agricultural chemicals
The use of pesticides may pose risks to human health and to the environment. For this reason, the International Agricultural Surveillance System (VIGIAGRO) establishes standards for the export of pesticides, components and the like.
Parties interested in exporting pesticides shall register their company in the Ministry of Agriculture and follow the guidelines below.
1. Documents Required
a) Application for the Inspection of Agricultural Products (Form V);
b) Original copy of the Exclusive Registration for the Export of Pesticides (REX); in the case of a Registration Certificate that limits the quantity to be exported (Decree 4,074/02), it is necessary to control the balance on the back of the original copy;
c) Notarized copy of the Exclusive Registration for the Export of Pesticides (REX); in the case of a Registration Certificate that does not limit the quantity to be exported (Decree 4,074/02), the data in the certificate shall be checked;
d) Copy of the Registration Certificate of the Product in Brazil for the export of products with the same trademark registered in Brazil;
e) Customs Documents for the Product (RE);
f) Copy of the tax invoice (nota fiscal);
g) Copy of the commercial invoice;
h) Copy of the Bill of Lading or Cargo Manifest.
2. Procedures
a) The data in the Registration Certificate and in the Application for the Inspection of Agricultural Products (Form V) shall be checked for commercial brand, holder of the registration and address, manufacturer and address, active ingredient, concentration of the active ingredient, class, form of presentation, type of formulation and physical state.
b) When the information on the documents of proof and the label matches the Registration Certificate, the product may be cleared for export, and an Export Permit for Pesticides and Related Products (Form XVII) shall be issued in 3 copies;
c) If the data do not match those in the Registration Certificate, or in the absence of a Registration Certificate, the product shall not be cleared, and shall be inspected to receive the Event Record Document (Form), and this fact shall be immediately communicated to SEDESA/DT in the respective State, which will take the appropriate actions.
3. Additional Information
In those cases when the information on the documents submitted matches the Registration Certificate, the label of the packaging exclusively in the foreign language shall be accepted as long as the lot can be identified.
