Minister Carlos Fávaro and Angola’s Minister of Agriculture sign bilateral agreements at Agro Forum
Brazil’s Minister of Agriculture and Livestock, Carlos Fávaro, and Angola’s Minister of Agriculture and Forests, Issac dos Anjos, signed two important bilateral agreements during the Brazil-Angola Agro Business Forum. The event took place at the Guimarães Rosa Institute in Luanda on Friday, October 6.
The first agreement, a Letter of Intent between Brazil’s Ministry of Agriculture and Livestock (Mapa) and Angola’s Ministry of Agriculture and Forests (Minagrif), seeks to promote trade and investment in agriculture and agribusiness. This agreement aims to strengthen bilateral relations by identifying, designing, and implementing strategic agricultural projects.
The agreement also outlines plans to create a portfolio of projects that will receive coordinated support during their implementation, promoting sustainable development and the integration of agricultural value chains in both countries.
The second agreement, an Exchange of Notes, updates the Memorandum of Understanding on Cooperation between Mapa and Minagrif, originally signed during Brazilian President Luiz Inácio Lula da Silva’s visit to Angola. This update formally includes Brazil’s Agricultural Research Corporation (Embrapa), Angola’s Agronomic Research Institute (IIA), and Angola’s Veterinary Research Institute (IIV) in cooperative initiatives.
“This formalization reaffirms the cooperation agreement signed last August by President Lula and President João Lourenço, and now officially incorporates Embrapa, paving the way for technology transfer,” said Minister Fávaro during the signing ceremony.
The updated agreement further strengthens Brazil-Angola cooperation by facilitating knowledge exchange and introducing advanced technologies focused on tropical agriculture and sustainable development.
Angola’s Minister of Agriculture, Isaac dos Anjos, underscored the significance of this partnership: “By formalizing another agreement with Embrapa—an institution well-regarded by our farmers—we are embracing a new chapter for Angolan agriculture. With emerging players in the sector, we aim to modernize our agricultural practices and, like Brazil, access untapped markets.”

During the forum, Minister Carlos Fávaro highlighted Angola’s strategic role as a commercial partner and a gateway to African markets. He encouraged Brazilian businesses to explore Angola’s potential:
“Angola has vast opportunities to diversify its economy and develop a strong agricultural sector. For Brazil, Angola is the ideal entry point to access Africa’s major consumer markets.”
Agricultural Attaché José Guilherme Leal emphasized that the forum introduced Brazilian entrepreneurs to Angola’s agricultural potential while connecting them with companies advancing agro-industrial development in the country. Secretary of Trade and International Relations Luis Rua added that the event marked a significant step in fostering business ties between Brazilian and Angolan enterprises.
The forum featured discussions on agribusiness investment opportunities in Angola, financing options, and the development of Brazil’s poultry and pork industries. Key participants included ApexBrasil President Jorge Viana, agribusiness leaders, and representatives from public financial institutions.
