He holds a Bachelor's degree in Social Communication from the Fluminense Federal University (UFF), Niterói/RJ, 1985, and a specialization in South-South Cooperation from the University-Institute for Development and Cooperation of the Complutense University of Madrid, 2017.
He was a film researcher at the Cinematheque of the Museum of Modern Art of Rio de Janeiro from 1986 to 2002, and project director of the media agency Agência 21 – Meio Desenvolvimento e Cultura, where he was responsible for regional development and urban revitalization initiatives in Brazil, from 1993 to 2003.
He has worked at the Brazilian Cooperation Agency since 2004, initially as an Advisor at the General Coordination of Communication and Information, until 2008. He began working in the South-South Technical Cooperation division in 2008, as a Cooperation Analyst in the Coordination of Technical Cooperation with Africa, Asia and Oceania. Starting in 2009, he became the Coordinator of Bilateral Technical Cooperation with Portuguese-speaking African Countries (PALOP) and East Timor.
