Coordinating department for Technical Cooperation with Latin America, the Caribbean and Europe (CGAE)
The Coordinating department for Technical Cooperation with Latin America, the Caribbean and Europe (CGAE) is in charge of South-South international technical cooperation between Brazil and other developing countries in Latin America and the Caribbean and some European countries (such as Ukraine, Georgia, Armenia, and Azerbaijan). These cooperation efforts are driven by the demands received from countries in the abovementioned regions and are also coherent with the Brazilian Government's foreign policy. CGAE strives to prioritize the countries with which Brazil shares a border, as well as those with the lowest human development index (HDI), with the intent of contributing to diminishing inequality in the Americas.
The CGAE holds biennial bilateral meetings with over 20 countries (including Argentina, Mexico, Peru, Honduras, Uruguay, Guatemala, Suriname, El Salvador, Dominican Republic, Colombia, Bolivia, Haiti, Costa Rica, Uruguay, and Paraguay, among others) to address a wide range of issues concerning bilateral technical cooperation programs, such as design, approval, procedures, implementation, monitoring and evaluation of cooperation projects. Furthermore, CGAE also contributes to the preparation of annual work plans, in coordination with other Ministry of Foreign Affairs departments, to discuss the Brazilian government's priorities which must be expressed by these technical cooperation activities.
CGAE coordinates thematic technical cooperation programs such as the Program for the implementation of the Global Human Milk Bank Network in Latin America and the Caribbean, in partnership with Oswaldo Cruz Foundation (Fiocruz), which is an important public policy strategy to support nutritional security for underweight and premature children; and the Program for Integrated Water Resources Management, in partnership with the National Water and Basic Sanitation Agency (ANA), whose goal is to establish an integrated regional hydro-meteorological monitoring network .
