Graduate degree in System Administration from the Educational Union College of Brasilia, Brazil (UNEB-Brasília) in 1994. Postgraduate Degree in Strategic Information Management from the Federal University of Rio de Janeiro, Brazil (UFRJ) in 1996. Specialist degree in International Relations from the University of Brasília, Brazil (UnB) in 2006.
Employee of the Brazilian Cooperation Agency under the Ministry of Foreign Affairs of Brazil since February 2004. Project Manager from 2005 to 2009. General Coordinator of the General Coordination for Bilateral Technical Cooperation (CGCB) from 2009 to 2016. General Coordinator of the General Coordination for Technical Cooperation and Partnerships with Developed Countries since 2016. Advisor to the ABC Director on technical cooperation matters with developed countries.
Before working at ABC, Mr. Guimarães de Souza acquired a broad experience in the private sector working, over a period of 14 years, in international negotiations, mainly related to consultancy in the fields of information technology, services and international finance.
