José Solla is a Minister-counsellor career diplomat. He has served in Asunción (2002-2005), Beijing (2005-2009) and Caracas (2014-2018), and was Chargé d'Affaires, a.i., at the Brazilian Embassies in Kuwait (1997), Hanoi (2007) and Caracas (2014). He holds a bachelor's degree in Social Communication from Universidade Federal Fluminense, a bachelor's degree in French Translation from Universidade de Brasília and he graduated from Instituto Rio Branco in 1996. At the Ministry of Foreign Affairs, he was inter alia assistant to the Head of the Division of Cultural Outreach Programs; advisor at the Social Communication Advisory Office at the Office of the Minister of Foreign Affairs; advisor to the Director of the Department of Environment and Special Issues and Deputy National Secretary of the National Organizing Committee of the United Nations Conference on Sustainable Development - Rio+20. Since 2018, he has been the General Coordinator of Humanitarian Cooperation at the Brazilian Cooperation Agency, under the Ministry of Foreign Affairs.
From August 2009 to January 2011, he represented the Ministry of Foreign Affairs on the National Commission on Chemical Safety (CONASQ); and, from May to October 2013, on the Deliberative Council of the Brazilian Digital Terrestrial TV System Forum, besides being a member of the Advisory Board of the China-Brazil Center on Climate Change and Innovative Technologies for Energy. He headed Brazilian delegations in multilateral meetings on chemical safety, environment, climate change, international cooperation, social development, and risk and disaster management.
In 2016 he was the Brazilian representative in the Group of Guarantor Countries for the Peace Negotiations between the Government of Colombia and the National Liberation Army (ELN), in its secret phase. Minister José Solla is the Executive Secretary of the Joint Ministerial Working Group on International Humanitarian Cooperation of Brazil, an apex body coordinated by the Ministry of Foreign Affairs through ABC. He is the Brazilian focal point for the United Nations Office for Disaster Assessment and Coordination (UNDAC) and for the International Search and Rescue Advisory Group (INSARAG) of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA).
