Ambassador Ruy Pereira - Director
Mr. Ambassador Ruy Pereira has been the Director of the Brazilian Cooperation Agency (ABC) since 2018. Previously, Mr. Pereira served as Ambassador of Brazil in Caracas, Venezuela, and was Permanent Delegate to the Latin American Integration Association (ALADI) and the Southern Common Market (MERCOSUR) in 2012 and 2013. While in office abroad, Mr. Pereira was Consul General of Brazil in Montevideo, Uruguay, and Minister-Counsellor of the Embassy of Brazil in Buenos Aires, Argentina, among other posts. In Brasília, Mr. Pereira was appointed Chief of Staff to the Secretary General for Foreign Affairs, from 2003 to 2006, and served as Advisor to the Minister of Foreign Affairs and Special Advisor to the Minister of Industry, Trade and Tourism. Mr. Pereira was later designated as Coordinator of the Inter-Ministerial Working Groups (IMWG) responsible for the candidatures of Professor José Graziano da Silva to the Director-General's Office at the Food and Agriculture Organization of the United Nations (FAO) in 2011; for the candidature of Mr. Ambassador Roberto Azevedo to the Director-General's Office of the World Trade Organization (WTO), in 2013; and for the candidature of Dr. Flávia Piovesan to the Inter-American Commission on Human Rights (IACHR), in 2017. Mr. Pereira is also a full member of the Inter-Ministerial Working Group on International Humanitarian Cooperation, as a representative of the Ministry of Foreign Affairs.

Mr. Nelci Peres Caixeta - General Coordinator of South-South Technical Cooperation for Africa, Asia, Oceania and the Middle East
Biologist graduated from the Pontifical Catholic University of Minas Gerais – PUC-MG, Belo Horizonte, State of Minas Gerais (MG), Brazil (June/84). Postgraduate degrees in Applied Linguistics, Strategic Project Management and International Relations, with an emphasis on International Technical Cooperation. Mr. Caixeta started his career as a teacher in secondary schools and higher education institutions (from the public and private sector) in different fields of knowledge: mathematics, science and biology, mastozoology, foreign languages before moving on to implement development projects in dairy farming, fish farming and rice farming. Mr. Caixeta has served as General Coordinator of South-South Technical Cooperation for Africa, Asia, Oceania and the Middle East at ABC/MRE since May 2004.

General Coordination for Technical Cooperation with Portuguese Speaking Countries (CGPALOP)
Paulo Barbosa Lima. - General Coordinator of Bilateral Technical Cooperation with Portuguese-speaking African Countries (PALOP) and East Timor
He holds a Bachelor's degree in Social Communication from the Fluminense Federal University (UFF), Niterói/RJ, 1985, and a specialization in South-South Cooperation from the University-Institute for Development and Cooperation of the Complutense University of Madrid, 2017.
He was a film researcher at the Cinematheque of the Museum of Modern Art of Rio de Janeiro from 1986 to 2002, and project director of the media agency Agência 21 – Meio Desenvolvimento e Cultura, where he was responsible for regional development and urban revitalization initiatives in Brazil, from 1993 to 2003.
He has worked at the Brazilian Cooperation Agency since 2004, initially as an Advisor at the General Coordination of Communication and Information, until 2008. He began working in the South-South Technical Cooperation division in 2008, as a Cooperation Analyst in the Coordination of Technical Cooperation with Africa, Asia and Oceania. Starting in 2009, he became the Coordinator of Bilateral Technical Cooperation with Portuguese-speaking African Countries (PALOP) and East Timor.

Maria Augusta Ferraz. - General Coordinator of Technical Cooperation for Latin America, the Caribbean and Europe
Graduated in Economic Sciences, with specialization (Latu Sensu) in Analysis and Elaboration of projects from Fundação Getulio Vargas (FGV). She has 28 years of experience in international technical cooperation with countries in Africa, the Americas and International Organizations. She is currently the General Coordinator of Technical Cooperation for Latin America, the Caribbean and Europe at the Brazilian Cooperation Agency (ABC).

Marcio Lopes Corrêa. - General Coordinator for Multilateral Technical Cooperation (CGMULT)
Mr. Corrêa holds a Bachelor of Arts degree in International Relations and an MBA in Project Preparation, Analysis and Evaluation. Mr. Corrêa was appointed as Manager of Multilateral Technical Cooperation at ABC from 1995 to 2000. He later moved on to the position of General Coordinator of Multilateral Technical Cooperation Received from 2001 to 2019. From 2019 to date, Mr. Corrêa has been in charge of the team of technical analysts of the General Coordination of Multilateral Technical Cooperation Received.

General Coordination for South-South Trilateral Technical Cooperation with International Organizations (CGTRI)
.Cecilia Malaguti do Prado. - General Coordinator for Trilateral South-South Technical Cooperation with International Organizations
With thirty-two years of progressive experience in planning, executing and coordinating international technical cooperation programs and projects, she is an expert in bilateral, trilateral and multilateral international negotiations. A geographer by background, she has taken several courses in planning, formulation, monitoring and evaluation of international technical cooperation projects sponsored by the Organization of American States (OAS), the International Tropical Timber Organization (ITTO) and the United Nations Development Programme (UNDP), among others.
She worked at the Brazilian Cooperation Agency (ABC) from 1989 to 2004, as assistant and analyst, in the areas of technical cooperation with Africa and budget and project management. From 1994 to 2004 she served as Manager of Multilateral Cooperation of the Multilateral Cooperation Coordination.
She was an Advisor in the Operations and Knowledge Management Division of the current United Nations Office for South-South Cooperation (UNOSSC) in New York, USA, between 2006 and 2008.
In 2009, she returned to ABC, initially as Multilateral Cooperation Manager to work with trilateral South-South cooperation and, since 2011, as Coordinator of Trilateral South-South Cooperation with International Organizations.

General Coordination for Technical Cooperation with the Community of Portuguese Language Countries (CGPLP)
Alessandra Ambrosio. - General Coordinator for Technical Cooperation with the Community of Portuguese Speaking Countries
She holds a bachelor's degree in Foreign Affairs, a master's degree in Development and Public Policies, an MBA in Organizational Planning and Management, and specializations in " Foreign Affairs with Emphasis on International Cooperation," "Ibero-American South-South Cooperation: Agents, Frameworks and Project Management," and "Incorporation of the Gender Perspective in South-South and Triangular Cooperation".
She has been working in the field of International Cooperation since 1992. Initially in a Third Sector organization, where she was responsible for managing international technical cooperation projects implemented in partnerships with international organizations, such as the Inter-American Development Bank (IDB) and the United Nations Children's Fund (UNICEF).
At ABC, since 2001, she has been responsible for coordinating the Brazilian Cooperation Program developed in partnership with the Community of Portuguese Speaking Countries (CPLP). In addition, she is the Manager of Cooperation Programs developed in partnership with the following organizations: United Nations Development Programme (UNDP), United Nations Environment Programme (UNEP), Economic Commission for Latin America and the Caribbean (ECLAC), United Nations Office for Project Services (UNOPS), United Nations Human Settlements Programme (UN-HABITAT) and United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), and she's also an advisor to the coordination of the International Cooperation Subcommittee of the Legal Amazon Council.

Graduate degree in System Administration from the Educational Union College of Brasilia, Brazil (UNEB-Brasília) in 1994. Postgraduate Degree in Strategic Information Management from the Federal University of Rio de Janeiro, Brazil (UFRJ) in 1996. Specialist degree in International Relations from the University of Brasília, Brazil (UnB) in 2006.
Employee of the Brazilian Cooperation Agency under the Ministry of Foreign Affairs of Brazil since February 2004. Project Manager from 2005 to 2009. General Coordinator of the General Coordination for Bilateral Technical Cooperation (CGCB) from 2009 to 2016. General Coordinator of the General Coordination for Technical Cooperation and Partnerships with Developed Countries since 2016. Advisor to the ABC Director on technical cooperation matters with developed countries.
Before working at ABC, Mr. Guimarães de Souza acquired a broad experience in the private sector working, over a period of 14 years, in international negotiations, mainly related to consultancy in the fields of information technology, services and international finance.

General Coordination for Humanitarian Cooperation (CGCH)
Ministro José Solla. - General Coordinator of Humanitarian Cooperation at the Brazilian Cooperation Agency,
José Solla is a Minister-counsellor career diplomat. He has served in Asunción (2002-2005), Beijing (2005-2009) and Caracas (2014-2018), and was Chargé d'Affaires, a.i., at the Brazilian Embassies in Kuwait (1997), Hanoi (2007) and Caracas (2014). He holds a bachelor's degree in Social Communication from Universidade Federal Fluminense, a bachelor's degree in French Translation from Universidade de Brasília and he graduated from Instituto Rio Branco in 1996. At the Ministry of Foreign Affairs, he was inter alia assistant to the Head of the Division of Cultural Outreach Programs; advisor at the Social Communication Advisory Office at the Office of the Minister of Foreign Affairs; advisor to the Director of the Department of Environment and Special Issues and Deputy National Secretary of the National Organizing Committee of the United Nations Conference on Sustainable Development - Rio+20. Since 2018, he has been the General Coordinator of Humanitarian Cooperation at the Brazilian Cooperation Agency, under the Ministry of Foreign Affairs.
From August 2009 to January 2011, he represented the Ministry of Foreign Affairs on the National Commission on Chemical Safety (CONASQ); and, from May to October 2013, on the Deliberative Council of the Brazilian Digital Terrestrial TV System Forum, besides being a member of the Advisory Board of the China-Brazil Center on Climate Change and Innovative Technologies for Energy. He headed Brazilian delegations in multilateral meetings on chemical safety, environment, climate change, international cooperation, social development, and risk and disaster management.
In 2016 he was the Brazilian representative in the Group of Guarantor Countries for the Peace Negotiations between the Government of Colombia and the National Liberation Army (ELN), in its secret phase. Minister José Solla is the Executive Secretary of the Joint Ministerial Working Group on International Humanitarian Cooperation of Brazil, an apex body coordinated by the Ministry of Foreign Affairs through ABC. He is the Brazilian focal point for the United Nations Office for Disaster Assessment and Coordination (UNDAC) and for the International Search and Rescue Advisory Group (INSARAG) of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA).

Counsellor Paulo André Moraes de Lima - General Coordinator for Planning and Communication
Counsellor Moraes de Lima has been a career diplomat since 2000. He holds both a Bachelor's Degree and a Master's degree in Social Communication. He worked as a researcher at the Documentation Center of Rede Globo (a major Brazilian free-to-air TV network). As a diplomat, he served at the Brazilian Mission to OAS (Washington, USA), the Brazilian Consulate General in Frankfurt, and the Brazilian Embassy in Mexico. Additionally, he has taken the postion of political and diplomatic advisor to the Executive Secretariat of CPLP. At the headquarters of the Brazilian Ministry of Foreign Affairs in Brasilia, he worked in the cultural affairs area, and was General Coordinator for CPLP. He was also Chief of Staff to the Chair of Radiobrás (now known as EBC, the Brazilian Communications Company). At present, he is in charge of the General Coordinating Division of Planning and Communication, under the Brazilian Cooperation Agency.

Civil servant retired from the Ministry of the Economy, with degrees in Business Administration and Pedagogy and a postgraduate degree in Financial Administration and Public Budget. She held the positions of Manager of the General Coordination of Project Administration from 1999 to 2008, Manager of the General Coordination of Administration and Budget from 2009 to 2010, and General Coordinator of Administration and Budget since 2011.

Conselheira Dora Liz Velázquez Osorio - General Coordinator of Cooperation for Family Farming
Career diplomat. Bachelor's degrees in International Relations and in Law. As a diplomat, she served at the Brazilian Embassies in Brussels, Lima, and Bucharest, and at the Brazilian Consulates General in Madrid and Buenos Aires. At the Ministry of Foreign Affairs headquarters, she worked in the Division of International Acts, the Europe I Division, the General Coordination of Legalizations and the Foreign Consular Network, and the Division of Brazilian Communities Abroad.
